Sourcing industrial HMI touch panels from China
Industrial HMI touch panels within heading 8537 carry 0% to 2% UK duty from China. The 0% line covers touch input devices without a display, not complete display-equipped panels. Check the exact function and applicable conformity requirements before ordering. Cambridge China Bridge sources industrial HMI touch panels.

Duty depends on the panel's function
Heading 8537 covers electrical control or distribution panels and programmable controllers. For industrial HMI products, distinguish a complete control panel, a combined programmable controller, a numerical control panel and a touch input device without display capabilities. The selected rows are classification candidates for different constructions, not interchangeable codes. See the wider control panels and PLCs guide.
Read from the UK Trade Tariff on 4 October 2026, the selected lines carry 2% duty from China, except 8537 10 95 00 at 0%. No anti-dumping or countervailing measures are recorded for these lines. Suspensions on the other selected codes are limited to specified products or authorised uses; do not assume an ordinary HMI qualifies. The tariff attaches a fluorinated greenhouse gas import control to these lines.
Confirm the commodity code using the circuit description, rated voltage, display function and controller capabilities. Tell your customs broker whether the goods contain fluorinated gas and confirm the declaration requirement before shipment. Products containing regulated fluorinated gas must be labelled. A display-equipped HMI does not meet the description of the display-free touch input line simply because its screen responds to touch.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other electrical control panels, including qualifying industrial HMI assemblies | 8537 10 98 99 | 2% | None |
| Other programmable memory controllers, including qualifying combined HMI controllers | 8537 10 91 99 | 2% | None |
| Touch-sensitive input devices without display capabilities | 8537 10 95 00 | 0% | None |
| Other numerical control panels with a built-in computer | 8537 10 10 90 | 2% | None |
Specify the HMI and its controller connection
Specify the active display area, resolution, brightness, touch technology, glove operation, mounting cut-out, gasket and connector positions. State the supply voltage and polarity, communication interfaces, supported controller models and protocol versions. Send a working project file and define who supplies the programming software, licences, passwords and editable backups.
For Great Britain, electronic panels fall under the electromagnetic compatibility rules and need technical documentation, a declaration of conformity, CE or UKCA marking and importer identification. Electrical equipment safety rules cover rated supplies of 50 to 1,000 volts alternating current or 75 to 1,500 volts direct current; assess the panel and any supplied mains power unit separately. Electrical and electronic equipment is within the hazardous-substance restriction rules unless specifically excluded. Ask for model-specific evidence through testing and certification.
Worked duty example
Illustrative example, not a quote: Illustrative order of 20 custom industrial HMI control panels, not a quotation under 8537 10 98 99, invoiced at £30,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £31,800. Duty at 2% is £636. Import VAT at 20% is charged on the customs value plus duty, £32,436, so it is £6,487.20. Import taxes total £7,123.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £636 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Display and touch: check dead pixels, uniformity, edge response and repeated operation with the agreed gloves. Compare the fitted display and touch sensor with the approved sample.
Communication: connect the production panel to the buyer's controller and run the agreed project. Check tag updates, alarm acknowledgement and recovery after communication loss.
Installation: check the cut-out drawing, mounting clamps, gasket seating, connector clearance, supply polarity and terminal identification on arrival.
Software and documents: record the firmware and project versions, restore an editable backup and match the rating label and conformity documents to the supplied model. Use the quality inspection guide to plan checks.
What goes wrong
A panel can show the demonstration screen yet fail to communicate with the buyer's controller. Require a sample test using the actual controller and project before approving production. Agree how the screen behaves when communication fails, so stale values do not look like live readings.
Substituted touch sensors, changed connector layouts and locked project files can make an apparently similar replacement unusable. Record the approved hardware and software configuration, require approval for substitutions and retain a tested backup. A conformity document naming a different model leaves the evidence disconnected from the goods.

Frequently asked questions
What is the UK import duty on industrial HMI touch panels from China?
The selected heading 8537 lines carry 2%, except touch input devices without display capabilities under 8537 10 95 00 at 0%. No anti-dumping or countervailing measures are recorded for these lines.
Can a complete HMI touch panel use the duty-free touch screen code?
The 0% line describes touch input devices without display capabilities. A complete display-equipped HMI needs classification by its actual control and display functions.
Will a Chinese HMI work with my existing controller?
Confirm the exact controller model, protocol version and programming software. Test the proposed panel with your controller and editable project before approving production.
What should I ask the factory to supply with the HMI?
Ask for the mounting drawing, wiring information, editable project backup, software licence details and model-specific conformity documents. Agree access credentials and a tested restore procedure.
