Control panels and distribution boards from China

2% duty on heading 8537

Read from the UK Trade Tariff on 29 September 2026, the lines of heading 8537 in the table below carried 2% on goods from China, except touch-sensitive input panels without a display at 0%. No line carried anti-dumping duty. The suspensions shown are limited to named control units and products under authorised use, so an ordinary distribution board or control panel pays 2%.

Heading 8537 covers boards, panels, consoles and cabinets equipped with two or more switching or protecting devices, and programmable controllers. Most low-voltage distribution boards, consumer units and machine control panels are 8537 10 98 99, and PLCs 8537 10 91. Safety, EMC and the standards buyers expect

A panel or board for 50 to 1,000 V AC is electrical equipment under the Electrical Equipment (Safety) Regulations 2016, and one with electronics falls under the Electromagnetic Compatibility Regulations 2016 as well, so it needs technical documentation, a declaration of conformity, UKCA or CE marking and the importer's name and address. A control panel built into a machine is also covered by the machine's own conformity under the Supply of Machinery (Safety) Regulations 2008.

Low-voltage switchgear assemblies are normally built and verified to the BS EN 61439 series, with part 3 for distribution boards that ordinary people may operate, such as consumer units, and machine control panels to BS EN 60204-1. Installers in UK homes work to BS 7671, which expects consumer units to have a non-combustible enclosure, so an own-brand plastic consumer unit for the domestic market is a hard sell. Ask for the design verification report for the assembly, not only certificates for the parts inside it.

F-gas: switchgear with SF6 needs a label and a declaration

The UK Trade Tariff applies an import control on fluorinated greenhouse gases to every line of heading 8537. Medium-voltage switchgear panels are often insulated with sulphur hexafluoride (SF6), a fluorinated greenhouse gas. Under Article 12 of Regulation (EU) No 517/2014 as it applies in Great Britain, electrical switchgear that contains, or relies on, fluorinated greenhouse gases must not be placed on the market unless it is labelled with the gas, its industry designation and the quantity by weight and in CO₂ equivalent.

Tell your customs broker before arrival whether the panels contain any fluorinated gas, because the declaration needs a document code stating either that the goods are labelled or that they are not concerned. Ask the maker for the gas type and charge per panel, and check the label at inspection.

What to check before shipment

Inspect each panel against the approved general arrangement and schematic drawings: enclosure material, size and IP rating, busbar size, the make and rating of every breaker, contactor and relay against the bill of materials, wiring colours and ferrules, cable entries, labelling and the rating plate. Witness or receive the routine tests for each panel: dielectric test, insulation resistance, continuity of protective circuits and a functional test of the control logic, with the PLC program version recorded.

The most common problem is substitution: a cheaper breaker or contactor brand than the one in the bill of materials, or a thinner busbar. Name the brands in the contract and check nameplates at inspection. Quality inspection covers the stages.

Worked duty example

Illustrative example, not a quote: 20 custom machine control panels under 8537 10 98 99, invoiced at £30,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £31,800. Duty at 2% is £636. Import VAT at 20% is charged on the customs value plus duty, £32,436, so it is £6,487.20.
