Sourcing transfer switch panels from China
Automatic transfer switch panels from China normally pay 2% UK duty under heading 8537; conditional suspensions can reduce eligible goods to 0%. Confirm applicable electrical safety and electromagnetic compatibility requirements for mains-voltage panels and electronic controls with the relevant authority. Cambridge China Bridge sources automatic transfer switch panels.

Duty on automatic transfer switch panels
Read from the UK Trade Tariff on 30 September 2026, ordinary automatic transfer switch panels under 8537 10 98 99 carried 2% duty from China. Heading 8537 covers assembled electrical control and distribution panels. The table includes complete panels and separately supplied programmable controllers, which require different classification checks.
The selected lines have no anti-dumping or countervailing duty recorded. Their 0% suspensions are conditional: named electronic assemblies or authorised-use substation systems, rather than a general exemption for transfer panels. The tariff attaches fluorinated greenhouse gas import controls. Products containing regulated fluorinated gas must be labelled; confirm the applicable declaration requirement with your customs broker, including for gas-free panels.
Confirm the commodity code using the assembly drawings, operating voltage and description of what is shipped. A loose transfer switch should not automatically use the assembled-panel code. See the wider control panels and distribution boards guide for the rest of this heading. For compensation panels, see our automatic power factor correction panel guide. For photovoltaic assemblies, see our PV DC combiner box sourcing guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other assembled transfer switch panels, not exceeding 1,000 V | 8537 10 98 99 | 2% | None |
| Other programmable memory controllers for transfer panel control | 8537 10 91 99 | 2% | None |
| Other transfer control panels over 1,000 V, not exceeding 72.5 kV | 8537 20 91 90 | 2% | None |
| Other transfer control panels exceeding 72.5 kV | 8537 20 99 90 | 2% | None |
Specify the transfer sequence and neutral switching
Specify the incoming supplies, load current, prospective fault conditions, switched poles and whether the neutral is switched. Agree an open or closed transition, source priority, transfer and return delays, generator start signal, manual operation and any maintenance bypass. Give the factory the site earthing arrangement and cable entry drawings rather than asking for a generic generator panel. For vessel installations, see our guide to sourcing marine switchboards. For synchronising applications, see our guide to sourcing generator synchronising panels.
Confirm with the relevant authority whether the Electrical Equipment (Safety) Regulations 2016 and the Electromagnetic Compatibility Regulations 2016 apply to the supplied panel. Ask for assembly technical documentation, a declaration of conformity, CE or UKCA marking and importer identification, and confirm the applicable requirements with that authority. Ask for design verification for the complete assembly, not just component certificates. Equipment must have instructions in easily understandable English.
Worked duty example
Illustrative example, not a quote: 20 automatic transfer switch panels; illustrative order, not a quotation under 8537 10 98 99, invoiced at £30,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £31,800. Duty at 2% is £636. Import VAT at 20% is charged on the customs value plus duty, £32,436, so it is £6,487.20. Import taxes total £7,123.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £636 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Components: compare switch, breaker and controller models, busbars, terminals and ratings with the approved bill of materials. Match each test record to the panel identification.
Sequence: have the factory demonstrate source loss, generator start, transfer, supply restoration and return. Check interlocking against the agreed transition sequence and confirm manual operation.
Wiring: compare neutral switching, protective bonding, terminal identification and generator signal contacts with the schematic. Obtain insulation, dielectric and protective continuity test records.
Arrival: check cabinet distortion, moisture, loose terminals, door seals and cable entries before energising. Match the nameplate, declaration and English instructions to the delivered assembly. Plan checks through quality inspection.

What goes wrong
A panel may switch correctly on the factory bench yet fail with the buyer's generator because the start contact or controller settings differ. An unsuitable neutral arrangement, incorrect return delay or interlock fault can also defeat the intended transfer sequence. Agree a witnessed functional test using the actual interface requirements.
Unapproved switch substitutions and reduced busbar sections can leave the delivered assembly different from the verified design. Record component changes before shipment and repeat the affected checks. Keep the approved schematic, controller settings and assembly test records with the delivery.

Frequently asked questions
What is the UK import duty on automatic transfer switch panels from China?
Ordinary assembled panels under 8537 10 98 99 pay 2%. The selected lines have no anti-dumping or countervailing duty recorded. Conditional 0% suspensions are not a general exemption.
Which commodity code covers a generator changeover panel?
An assembled panel not exceeding 1,000 V is commonly 8537 10 98 99. Confirm its construction and function; a loose switch or separately supplied controller needs its own classification.
Is CE marking enough for a transfer switch panel?
A marking alone is insufficient evidence. Check the complete assembly's declaration, technical documentation, safety and electromagnetic compatibility evidence, importer details and English instructions.
What should I test before shipping a transfer panel?
Check source failure and restoration, generator start contacts, transfer and return logic, interlocks, neutral switching and manual operation against the approved schematic and settings.
