Sourcing lift control panels from China

Lift control panels and controllers within heading 8537 normally carry 2% UK duty from China; display-free touch input devices carry 0%. The Lifts Regulations cover permanently installed building lifts and their safety components, so establish the panel's role before ordering. Cambridge China Bridge sources lift control panels.

Duty depends on the supplied assembly

Heading 8537 covers assembled electrical control and distribution panels and programmable controllers. For lift controls, distinguish a complete cabinet, a programmable controller and a separate touch input device. These rows describe different constructions, not interchangeable codes. See the wider control panels and PLCs guide. For generator applications, see our guide to sourcing generator synchronising panels.

Read from the UK Trade Tariff on 30 September 2026, the selected lines carry 2% duty from China, except display-free touch input devices at 0%. No anti-dumping or countervailing measures are recorded for these lines. Suspensions on the panel and controller lines are restricted to specified products or authorised uses; do not assume an ordinary lift panel qualifies. The tariff attaches a fluorinated greenhouse gas import control to these lines.

Confirm the commodity code using the schematic, rated voltage and controller functions. A complete display-equipped panel does not qualify for the display-free touch input code merely because it has a touchscreen. Tell your customs broker whether the equipment contains fluorinated gas and confirm the declaration requirements. Imported products containing regulated fluorinated gas must be labelled.

Specify the lift interfaces and safety functions

Provide the lift type, motor and drive details, supply characteristics, brake arrangement, door operator, position feedback and landing configuration. Agree the terminal schedule, communication protocols, cabinet dimensions and cable entries with the installer. Define inspection operation, emergency operation, fault indications and recovery after power loss. Request editable wiring drawings, parameter backups and access credentials.

The Lifts Regulations apply to lifts permanently serving buildings or constructions and safety components for those lifts. Establish with the installer whether the supplied panel includes a safety component covered by those rules. Determine the applicable electrical safety and electromagnetic compatibility requirements for the actual assembly. Confirm with the relevant product-safety authority which technical documentation, declaration of conformity, CE or UKCA marking and importer identification requirements apply. Arrange testing and certification checks against the supplied model.

Worked duty example

Illustrative example, not a quote: Illustrative order of 20 lift control panels, not a quotation under 8537 10 98 99, invoiced at £30,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £31,800. Duty at 2% is £636. Import VAT at 20% is charged on the customs value plus duty, £32,436, so it is £6,487.20. Import taxes total £7,123.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £636 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Build: compare the cabinet, drive, contactors, relays and terminal layout with the approved drawings and bill of materials. Check for transport damage, loose connections and moisture on arrival.

Wiring: check terminal identification, protective circuit continuity and the agreed insulation and dielectric test records. Match each test record to the supplied cabinet.

Functions: have the lift specialist test the agreed door interlocks, brake control, position signals and inspection operation on a suitable test arrangement. Check fault responses and recovery without bypassing safety circuits.

Software and documents: record controller and firmware identities, restore the agreed parameter backup, and match labels and conformity documents to the delivered model. Plan these checks with the quality inspection guide.

What goes wrong

A cabinet can power up on the factory bench yet fail to communicate with the installed drive or door operator. Similar connectors can conceal different pin assignments or signal types. Approve the interface schedule with the installer and test the proposed controller with representative equipment before releasing production.

Component substitutions or changed firmware can alter brake timing, fault handling or parameter behaviour. Record the approved hardware and software configuration, require agreement before substitutions, and keep tested backups. Treat a generic electrical certificate as insufficient evidence of the panel's suitability for the intended lift.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.

Frequently asked questions

What is the UK import duty on lift control panels from China?

The selected panel and controller lines carry 2% duty. Display-free touch input devices under 8537 10 95 00 carry 0%. No anti-dumping or countervailing measures are recorded for these lines.

What commodity code should I use for a lift control cabinet?

8537 10 98 99 is a candidate for other control cabinets not exceeding 1,000 volts. Programmable controllers have a different line. Confirm the supplied assembly's function and construction before declaring it.

Do lift control panels fall under the Lifts Regulations?

The rules cover permanently installed building lifts and their safety components. Establish with the installer whether the supplied panel includes a covered safety component and which requirements apply.

Will a Chinese lift controller work with my existing lift?

Check the exact drive, motor, brake, door operator, feedback signals and communication protocols. Agree the wiring and parameters with the installer, then test representative equipment before approving production.
