Duty on motor control centres
Read from the UK Trade Tariff on 5 October 2026, heading 8537 covers equipped boards, panels and cabinets for electrical control or distribution. A complete low-voltage motor control centre normally falls under 8537 10 98 99. The controller rows describe separately imported products, rather than an alternative code for the assembled cabinet. The selected lines carry 2% duty on Chinese goods, with no anti-dumping or countervailing duty shown. Conditional 0% suspensions cover specified products or authorised uses, including offshore wind substation systems. They do not make ordinary motor control centres duty-free. The programmable motor controller line has its own suspension, which excludes products made up of different components containing that controller.
The selected lines attach fluorinated greenhouse gas import control. Gas-containing switchgear needs labelling; tell the broker its gas type and charge so the applicable declaration can be checked. Confirm the control for the exact goods, including gas-free cabinets. The motor controller line also attaches a supplementary-unit measure; confirm the quantity declaration with the broker. Specify the motor feeders and complete assembly
Send a motor schedule stating each load, starting method, duty and protection settings. Specify fixed or withdrawable feeders, incoming supply, busbar rating, prospective fault current, enclosure protection, internal segregation, cable entry and access for maintenance. Name the contactors, overload relays, breakers and drives in the bill of materials, and agree how local controls interact with remote commands.
Confirm with the relevant authority whether the assembly falls within the Electrical Equipment (Safety) Regulations and which EMC conformity requirements apply to assemblies with electronics. Obtain technical documentation, the declaration of conformity, CE or UKCA marking and importer identification. Ask for assembly design verification, not only component certificates. The importer must ensure that instructions accompany the equipment in easily understandable English.

Illustrative example, not a quote: Illustrative order: 20 motor control centre cabinets for a small industrial project under 8537 10 98 99, invoiced at £30,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £31,800. Duty at 2% is £636. Import VAT at 20% is charged on the customs value plus duty, £32,436, so it is £6,487.20. Inspection checklist
Feeders: compare each starter, overload relay, breaker and drive with the motor schedule and approved bill of materials; check settings and feeder labels.
Assembly: check busbar dimensions, protective bonding, terminal identification, cable space, door interlocks and withdrawable feeder alignment against the approved drawings.
Tests: obtain cabinet-specific dielectric, insulation resistance and protective-circuit continuity records; witness start, stop, overload indication and agreed interlock sequences.
Arrival: inspect for moisture, distorted frames and displaced components; match cabinet identification to drawings and test records before installation. Arrange quality inspection before shipment as well.
What goes wrong
A substituted contactor or undersized busbar can leave the delivered assembly different from the approved design. Require written approval for substitutions and compare installed part references with the bill of materials. A component certificate alone does not demonstrate that the complete cabinet matches the documented assembly.
Control logic may pass a simple start test while remote commands, overload resets or feeder interlocks behave incorrectly. Agree a witnessed functional sequence and retain the final programme and drawings. Packing that allows frames to move can also distort withdrawable compartments, so check alignment again on arrival.
