Action camera classification and duty

Read from the UK Trade Tariff on 3 October 2026, heading 8525 covers transmission apparatus and television, digital and video cameras. Ordinary action cameras fall within 8525 89 00 00, the other camera line. The table repeats this line for common product variants; these are not separate tariff classifications.

The supplied tariff data shows 0% duty on goods from China throughout this heading, with no anti-dumping or countervailing duty, suspensions or attached import controls. Zero customs duty does not remove product compliance work. Import VAT is normally 20%; see UK import duty and VAT.

Specify recording, waterproofing and connectivity

Name the sensor, lens, native recording resolution, frame rate, stabilisation mode and firmware version. Ask for original recording files from the proposed model, including movement, low light and continuous recording. Agree whether waterproofing depends on a separate housing, and specify the housing latch, seals, mounting interface, battery and charging accessories.

For wireless models sold in Great Britain, the importer must check conformity assessment, technical documentation, the declaration of conformity and the relevant conformity marking. English instructions and safety information must accompany the equipment. Ask for radio test reports matching the exact hardware and antenna arrangement.

For relevant consumer connectable models, settle the password design, published security reporting contact and minimum security update period before ordering. Manufacturers, importers and distributors have duties concerning the statement of compliance. Confirm who maintains the app and firmware, and test whether pairing and recording remain usable without the factory's cloud service.

Electrical goods also need hazardous-substance compliance evidence. An own-brand importer takes on manufacturer obligations under those rules. Arrange annual electrical equipment producer registration and check battery producer registration. A UK business first making batteries available in its selling chain is a battery producer, including when it imports them.

Worked duty example

Illustrative example, not a quote: Illustrative order: 500 action cameras; illustrative FOB value and freight under 8525 89 00 00, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,200, so it is £3,040. Recording: compare original files with the approved sample for detail, stabilisation, sound synchronisation and dropped frames; run continuous recording and check for heat-related shutdown.

Waterproofing and mounts: test the agreed waterproof claim using the specified housing; inspect seals, latches, lens windows and mounting retention.

Battery and charging: compare battery identification with the approved specification; check charging, runtime, battery-door fit and unexpected shutdown.

Connectivity and documents: pair production units with the intended app, transfer recordings and check firmware updates; match model identifiers across units, declarations and reports. Use the inspection guide to agree how findings are recorded.

What goes wrong

A selectable recording resolution can hide upscaled footage, while stabilisation can crop the image more than the buyer expected. Sensor or lens substitutions can change detail and low-light performance without changing the casing. Keep original files from the approved sample and compare production recordings using the same scene and settings.

A waterproof housing can leak if its seal is pinched or its latch does not close consistently. Loose mounts cause vibration and can release the camera. App pairing failures, interrupted file transfers and firmware changes can undermine an otherwise usable camera, so test the complete supplied kit rather than the camera alone.
