What is an MRN in UK customs?
An MRN is a movement reference number identifying a customs declaration. Before relying on it, establish which declaration and system it belongs to, then check the relevant status. What the reference identifies
HMRC defines an MRN in the Customs Declaration Service, or CDS, as a unique declaration identifier assigned when a declaration is submitted. CDS supports import and export declarations. A reference therefore identifies a record; it does not, by itself, tell you whether your goods have import clearance.
When a forwarder sends an MRN, ask them to name the issuing system and declaration type. Ask whether it concerns your UK import, an export or a transit movement. Keep that explanation beside the reference so colleagues do not mistake an unexplained number for permission to collect stock.
Check the status separately
HMRC describes acceptance and clearance as notifications in the CDS declaration process. Treat these as separate checks: obtain the declaration associated with the reference, then ask your broker for the relevant clearance or release notification and an explanation of what it authorises.

Keep transit and import checks distinct
HMRC's transit guidance says goods must be released from transit before they can be entered to import or export regimes. The practical implication is that a transit reference should not be treated as evidence of UK import clearance. Ask the broker to explain the transit position and the import position separately.
If the reference concerns transit, ask who is handling its completion, what evidence they will provide and how it connects to your import declaration. Where the cargo has arrived but the transit position remains unclear, use cargo arrived but transit is not discharged.
Request a usable declaration pack
Ask for the reference, issuing system, declaration type, declaration copy and relevant status evidence together. Request a written explanation of any outstanding action, who owns it and what confirmation you should wait for before arranging collection.
