UK export customs clearance for returned stock

UK export customs clearance is obtaining customs permission for goods to leave the UK. For returned stock, agree who files the declaration, prepare matching documents, obtain clearance and check the departure record. Use this checklist when discussing the return with Cambridge China Bridge.

Treat the return as an outward shipment

Goods must receive customs clearance before leaving the UK. For China-sourced stock being returned from a Great Britain warehouse, arrange an export handover rather than reusing the original import clearance. This guide covers the UK departure process only.

Tell the broker whether the goods are being returned permanently or sent for repair and expected back. Ask them to confirm the declaration route and procedure before collection. Name the exporter and appoint the declaration handler

Agree which business is the exporter, which broker or courier handles the declaration and what its appointment covers. Appointing someone does not remove your responsibility for customs due diligence. Ask for the draft declaration and agree who checks it before submission.

Give the handler your business identification details and ask them to confirm the customs registration they will use. Build a return document pack

Prepare an invoice or return-value document agreed with the broker, a packing list and the transport booking. Include the original purchase and import references, supplier return agreement, reason for return and batch or serial identification. Ask the broker to confirm the commodity code, procedure, valuation basis and any export licence checks. Explain a refund or repair arrangement rather than entering a nil value simply because there is no new sale.

For a customs check, HMRC requires enough documentation to prove the total consignment value. Keep the supporting invoices and correspondence ready. Use the document layouts in UK customs clearance documents, but adapt the parties, movement direction and return explanation for this shipment.

Check clearance before the goods leave

Ask the broker to confirm the filing timetable for the chosen transport and departure location, including how the goods will be presented to customs. Request the declaration reference and explicit confirmation that customs clearance has been granted before departure. A submission acknowledgement or freight booking should not be your clearance check.

If the broker reports a hold, ask what evidence or inspection is outstanding and who will respond. Keep the warehouse and carrier informed of the status. Agree who authorises loading or onward movement once clearance is confirmed, so nobody acts on an outdated message.

Close the file with departure evidence

Without a departure message, the declaration cannot be used as official evidence that the goods were exported. Before dispatch, ask the broker and carrier who will check that departure has been recorded. After sailing or flight departure, request the completed declaration status and match it to the returned stock.

Keep the declaration, clearance confirmation, departure evidence, transport document and supplier receipt together with the return correspondence. If the departure record is missing, ask the broker to investigate the process for the actual departure location. Keep commercial transport evidence as well, and obtain separate advice before using the return to support a tax or customs relief claim.

Does the original import declaration cover the return?

Arrange the outward declaration with your broker. Give them the original import reference as background and explain whether the return is permanent or for repair.

Can a courier arrange export clearance?

Ask whether its service includes the declaration, clearance confirmation and departure follow-up. Obtain the declaration copy and agree who checks its accuracy.

Can I put no value on returned faulty stock?

Explain the fault, refund or repair arrangement to the broker and agree a supported valuation basis. HMRC requires enough documentation to prove the total consignment value for a customs check.

Is customs clearance proof the goods left the UK?

Clearance permits departure. Without a departure message, the declaration cannot serve as official export evidence. Ask for the departure status and keep the transport evidence alongside it.
