UK customs warehouse for China-sourced stock

A UK customs warehouse can suit China-sourced stock when delaying duty and import VAT helps your buying plan. Compare that benefit with storage, administration and release costs, then agree who controls declarations, stock records and handling. Decide whether the tax timing helps

Customs warehousing delays duty and VAT until goods are released into free circulation. Consider it where stock will wait before UK release or its destination is still undecided. Compare the proposed arrangement with importing directly into free circulation, using the same expected stock movements. For Northern Ireland destinations, see our guide to customs warehouse stock movements to Northern Ireland.

Ask for storage, receiving, handling, declaration and release charges separately. Include the work involved in reconciling stock and arranging each dispatch. The UK warehouse selection guide helps with the physical operation; this guide focuses on the customs controls. For onward retailer deliveries, see our guide to testing warehouse retail deliveries. For stock location planning, see our guide to central or regional warehouses.

Check authorisation and agree responsibilities

HMRC authorisation is required to operate a customs warehouse. A depositor using a public customs warehouse does not need their own depositor authorisation. Operating a private customs warehouse requires authorisation as warehousekeeper. Depositors take responsibility and liability for duties and import VAT that become due.

Before booking, ask to see the operator's authorisation conditions and confirm that your goods and proposed activities fit. Agree who is the depositor, who instructs the customs agent and who resolves discrepancies. If applying to operate your own warehouse, prepare the written procedures, inventory records and site plans required with the application. For shared premises, see temporary storage and customs warehousing together.

Make the stock records usable

HMRC requires warehouse stock records to show the current goods under the procedure in real time. Ask the operator to demonstrate how a receipt, split consignment and release appear in the records before sending stock.

Agree a practical trail from the factory packing list to warehouse receipt, storage location and removal declaration. Use consistent product descriptions, batch references and units of quantity. Ask how damaged cartons, shortages and repacking are reconciled. Request a stock report that lets you distinguish stock awaiting customs release from stock already released. For warehouse transfers, see moving stock between customs warehouses.

Describe handling before anyone starts

Goods under customs warehousing can undergo permitted activities known as usual forms of handling. These are intended to preserve goods, prepare them for distribution or sale, or improve their appearance or marketable quality. Complex operations do not qualify. Regular planned handling should be described to HMRC in the warehouse authorisation application.

Give the operator the actual proposed task rather than a broad instruction such as ‘prepare for sale’. Describe any unpacking, relabelling, repacking or repair, including materials added and changes to the goods. Ask the operator to confirm the applicable route before work starts; do not assume that a warehouse offering the service means it is permitted under customs warehousing. For repair planning, see our guide to repairing goods under customs control.

Plan the release into free circulation

Duty due and import VAT become payable when goods leave customs warehousing for free circulation. Receiving an entry number or an acceptance message is not permission to remove them: wait for the message confirming customs clearance. Agree who checks that confirmation before the warehouse dispatches the stock. If stock misses its intended event while awaiting release, see our guide to late imported event stock. For dispatch instructions, see our guide to UK warehouse dispatch authority.

For each release, give the agent the exact goods and quantities, and ask for the declaration and clearance confirmation to be matched to the stock movement. Use the procedure code guide to check the intended treatment, and the duty and VAT guide for the tax calculation. Ask the warehouse to demonstrate a partial release and the resulting stock balance.

Frequently asked questions

Does a customs warehouse remove import duty?

It delays duty and VAT until release into free circulation. For stock intended for UK release, compare the timing benefit with the warehouse and declaration costs.

Do I need HMRC authorisation to use a public warehouse?

You do not need authorisation merely to be a depositor in a public customs warehouse. The warehousekeeper needs authorisation, and the depositor takes responsibility for duties and import VAT that become due.

Can I repack China imports in a customs warehouse?

Ask the operator to check your exact repacking task against the permitted usual forms of handling. Describe materials added and changes to the goods before work starts.

Can stock leave when the customs declaration is accepted?

For release into free circulation, an acceptance message is not enough. Goods must remain until the message confirming customs clearance has been received.
