Customs warehouse or ordinary storage for UK stock?

A customs warehouse can suit China-made stock awaiting UK sale or re-export because it suspends duty and import VAT. Compare that benefit with storage, declaration and stock-control costs. UK release needs customs clearance, not just a dispatch instruction. Discuss factory packing and shipment records with Cambridge China Bridge.

Compare the benefit with the extra work

Consider customs warehousing when the destination of stock is uncertain or UK sales will be spread over time. Duty and import VAT become due when goods leave customs warehousing for free circulation; direct re-export avoids those charges. Ordinary storage after release to free circulation does not postpone that customs tax point until a customer buys the goods. For Northern Ireland destinations, see our guide to customs warehouse stock movements to Northern Ireland.

Ask for comparable quotations covering receipt, storage, declarations, picking, releases and discrepancy investigations. Model your expected UK deliveries and re-exports separately. Frequent small releases may make administration outweigh the cash-flow benefit. Read our customs warehouse guide alongside this operational checklist.

Agree the entry route before shipment

A public customs warehouse stores goods belonging to other people; operating a customs warehouse requires HMRC authorisation. Ask the operator to confirm its authorisation and whether it can accept your product and storage needs. Agree who is the depositor, who files declarations and who handles discrepancies. For shared premises, see temporary storage and customs warehousing together.

Have the customs agent confirm the intended entry procedure before loading in China. Give the warehouse a matching packing list with product variants, batch identifiers and carton quantities. Use our procedure-code guide to check the declared treatment rather than treating delivery to a warehouse as proof of customs warehousing.

Make customs clearance a dispatch gate

For release to UK free circulation, declaration acceptance is not permission to remove goods. HMRC requires the subsequent message confirming clearance before removal. Ask the operator to show how its dispatch system blocks picking or loading against an uncleared release, and who checks the clearance evidence.

For direct re-export, agree the export declaration route and evidence handover before booking collection. Ask your agent which full or authorised simplified declaration process applies. Match the released product lines and quantities to the stock account, then retain the declaration, clearance confirmation and dispatch record together.

Track customs status as well as quantity

HMRC requires customs warehouse records to show the current stock under the procedure in real time. Goods stored together must remain identifiable by customs status. A commercial inventory showing only available units is therefore insufficient for managing customs warehousing.

Ask for a sample reconciliation linking receipts, batches, warehouse locations, declaration references, releases and remaining balances. Keep customs-held stock distinguishable from cleared stock in your ordering system. Agree how shortages, damage and picking errors are investigated before dispatch. For provenance and condition checks before purchase, use our stock-lot guide. For buyer visits, see our guide to viewing goods outside a customs warehouse.

Separate tax timing from handling plans

Import VAT becomes due on release to free circulation. Eligible UK VAT-registered businesses can select postponed VAT accounting on the declaration releasing goods from customs warehousing. This changes how import VAT is accounted for; it does not keep released goods under warehouse suspension. Ask your accountant to compare it with ordinary import arrangements.

Only specified usual forms of handling are allowed under customs warehousing. Processing outside those forms should use inward processing. Describe proposed relabelling, repacking or repairs to the operator and agent before agreeing the service. Cambridge China Bridge’s staff in China can help align factory packing lists and batch markings with your receiving brief.

Frequently asked questions

Does storing unsold stock delay import tax?

Ordinary storage after release to free circulation does not delay the customs tax point until sale. Customs warehousing suspends duty and import VAT until release to free circulation.

Can I re-export customs warehouse stock without UK duty?

HMRC says no charges are due for direct re-export from a customs warehouse. Agree the export declaration route and retain records linking the export to the warehouse stock.

Can the warehouse dispatch when my declaration is accepted?

For release to free circulation, acceptance alone is insufficient. Goods must stay until the subsequent message confirms customs clearance.

Is customs warehousing worth it if I use postponed VAT accounting?

Compare the remaining duty-suspension and re-export benefits with warehouse and declaration costs. Eligible businesses can also use postponed VAT accounting when releasing warehouse goods to free circulation.
