Can buyers test goods outside a customs warehouse?
Yes, a prospective wholesale buyer can briefly view or test individual goods nearby, with warehouse employees accompanying them. Obtain HMRC permission before removal and keep records; the goods remain under customs warehouse arrangements. Discuss the product and proposed viewing with Cambridge China Bridge.

Agree the viewing before moving goods
HMRC requires permission before temporary removal. Ask the warehousekeeper to confirm how permission will be obtained and share the proposed location, goods identification, purpose, test method and return arrangements before inviting the customer.
Keep the request specific: what does the buyer need to inspect, and can that be demonstrated without moving the goods? For help separating sourcing, transport and declaration responsibilities, see our guide to sourcing agents, freight forwarders and customs brokers.
Keep the demonstration nearby and accompanied
The guidance covers brief removal of individual items for prospective purchasers to view or test. The viewing or testing must be near the authorised warehouse area, and warehouse employees must always accompany prospective purchasers.
Ask the warehousekeeper to identify the exact viewing space and accompanying employee. Describe any powering, loading, opening or dismantling you propose, and ask whether the permission covers that activity. Avoid promising the buyer an unrestricted product trial.
Rule out unsuitable destinations
HMRC prohibits taking goods to private premises for any reason, temporarily removing them to venues allowing public access, or removing them for auction or another activity during which they could be sold.
Screen the proposed venue before arranging transport. Ask who can enter and whether selling will take place. A convenient address or an invitation-only appointment should not be treated as evidence that the venue is acceptable.
Make the movement traceable
HMRC requires records of temporary removal, and the goods remain under customs warehouse arrangements while outside the warehouse area.
As a practical movement log, record the item or batch identification, quantity, permission reference, destination, accompanying employee, departure and return, and any condition change. Reconcile what comes back with what left. Keep this alongside the relevant customs clearance documents; these suggested fields are a working checklist.

Separate buyer evaluation from delivery
Agree the buyer's acceptance criteria beforehand and record the demonstration results against the factory specification. If the buyer requests a different venue or test, send the revised proposal to the warehousekeeper before changing the plan.
For goods intended for customer delivery, discuss the clearance route with your broker and use our UK customs clearance guide. Cambridge China Bridge has staff in China who can help prepare factory specifications and inspection evidence for the buyer's evaluation.
