Customs representation without a UK establishment
A business without UK establishment importing China-made stock into Great Britain must use indirect representation when appointing a customs agent. You and the agent share customs-debt liability. Obtain written acceptance before dispatch as a practical shipment safeguard. Coordinate factory paperwork with Cambridge China Bridge.

Confirm the route before booking freight
This guide covers stock imported into Great Britain for ordinary sale. HMRC says a business not established in the UK can only appoint someone to act indirectly for these imports. The agent must be established in the UK for customs purposes.
Tell the prospective broker where your business is established, who owns the stock and where it will arrive. Ask them to confirm the representation route for your circumstances. For the broader division of work, read sourcing agent, forwarder and customs broker.
Understand the shared debt
An indirect representative acts in its own name on your behalf. You and the representative are jointly and severally liable for customs debt: HMRC may seek payment from either of you. Appointing the agent does not remove your responsibility for customs due diligence.
Ask how the broker handles additional duty demands, disputed declaration details and requests for supporting records. Read any reimbursement or security terms before accepting them. Clarify the importing business separately using who is the importer of record.
Get written acceptance before dispatch
HMRC requires written confirmation of the representation terms, a retained copy of the agreement and written instructions stating whether the agent acts directly or indirectly. A freight booking alone is a poor basis for assuming that an agent has accepted indirect representation.
As a practical dispatch condition, obtain the broker’s written acceptance naming your business, its own legal entity, indirect representation and the shipment or agreed scope. Ask it to confirm that its checks are complete and identify any outstanding conditions. Holding dispatch until acceptance is a buying safeguard, rather than an HMRC shipment deadline.
Send a pack the broker can review
Send the draft invoice, packing list, product descriptions and proposed commodity codes before the factory releases the goods. Include the importing business’s registration details and the ownership arrangements. Use our customs clearance documents guide for the underlying paperwork.
Ask the broker to list missing information and confirm the duty and import VAT payment arrangements in writing. Agree who answers classification or valuation queries, who approves changes and who receives the completed declaration. Keep the factory, forwarder and broker working from the same document versions.

If no broker accepts the appointment
Keep the stock at the factory while you seek another broker willing to review the arrangement. Ask whether the obstacle is missing evidence, payment security, the goods themselves or the proposed scope. Do not treat a general clearance quote as acceptance of your specific appointment.
Cambridge China Bridge has its own staff in China and can coordinate factory documents and dispatch instructions with the buyer and appointed broker. Record the agreed release condition in the supplier and freight instructions, then retain the acceptance alongside the shipment records.
