When must I amend my customs authorisation?

Tell HMRC as soon as you know a proposed change affects your authorisation. Notify changes to goods, locations and processes before implementing them so HMRC can agree them, and include changes to stock or duty-management systems. Cambridge China Bridge can help assemble the factory information for your amendment request.

Start with the authorisation you actually hold

HMRC says holders must keep their details current and use an authorisation only as set out in its notification. Read that notification alongside your proposed change. Identify which approved goods, activities, locations or records would differ.

This guide covers changing an existing authorisation. For the shipment itself, use our guides to UK customs clearance and customs documents. Keep the authorisation change separate from updating the shipment paperwork.

Explain the change before operations change

HMRC says amendments should be notified as soon as they are known. Changes to processes, locations or goods should be notified before implementation so HMRC can agree them. Its amendment guidance also covers commercial stock and duty-management systems.

Prepare a comparison of the approved position and the proposal: goods descriptions and commodity codes, processing activities, site addresses, where records are held, and how stock movements will be recorded. Include the proposed start date and identify stock already under the authorisation. Treat this as a practical briefing pack, rather than a universal HMRC form.

Check the route for a new site

For an additional customs warehouse location, HMRC directs you to contact your supervising office to discuss amending the authorisation. For an additional temporary-storage location, its guidance requires a new application. Do not assume every site change follows the same route.

For a proposed processing site, describe what happens there, who operates it and how goods and records remain traceable. Ask your HMRC contact which amendment route applies to your particular authorisation before booking the operational move.

Keep implementation behind the agreement

HMRC says upcoming changes must be notified when it becomes clear that the existing terms will no longer be met, and changes or additions must appear in the updated authorisation notification. Hold the affected operational change until HMRC has agreed the scope and you have checked the updated notification.

Ask for written confirmation of the covered goods, sites, processes and effective date. Then brief your broker, warehouse and processing team from the same document. For software changes, test the proposed stock records with sample transactions before switching live customs stock to the new system.

If the change has already happened

HMRC requires holders to report identified errors in customs processes promptly to the appropriate HMRC or Border Force contact. If you discover an unreported change or activity outside the approved scope, report the facts and ask how to address the affected goods and records.

Preserve the old records, movement history and correspondence. Identify which consignments were affected and prevent further use of the disputed arrangement while you seek instructions. Cambridge China Bridge’s staff in China can help gather revised specifications and factory process descriptions for the holder’s submission.

Frequently asked questions

Can I import different goods under my existing authorisation?

Not unless those goods are agreed within its scope. Notify HMRC before changing the goods and arrange any necessary amendment before using the authorisation for them.

Do I need to tell HMRC about new stock software?

HMRC includes commercial stock and duty-management systems in its amendment guidance. Explain the proposed change and its effect on authorised records before switching.

Can I start after sending HMRC an amendment request?

Keep the affected change on hold until HMRC has agreed it. Check that the updated authorisation notification covers the new activity; retain the agreement with your operating instructions.

Does adding a warehouse always mean an amendment?

The route depends on the authorisation. Discuss an additional customs warehouse with your supervising office; an additional temporary-storage location requires a new application.
