How to change customs brokers mid-shipment
Change brokers shipment by shipment: record who handles each declaration, query and amendment, then obtain written acceptance before switching instructions. Withdraw the old broker’s permissions in line with any agreed residual work, and check the new payment arrangements before filing. Coordinate the China-side paperwork with Cambridge China Bridge.

Agree the boundary before changing instructions
Avoid a blanket instruction to move all shipments immediately. Ask the outgoing broker which declarations are prepared, submitted, awaiting a response or released. Decide which work stays with them and which the incoming broker accepts. Keep an importer-side owner responsible for approving changes to that allocation.
HMRC says a representative cannot act without your written instructions, which must specify direct or indirect representation. Make that capacity explicit in the incoming appointment. Use appointing a customs agent for the appointment decision; this guide focuses on controlling the handover.
Build a shipment cutover register
Keep a shared register covering goods awaiting dispatch, goods in transit, arrivals awaiting clearance and released shipments with unfinished work. Assign a named broker and a named buyer contact to each next action. Record the agreed cutover date and time, including the time zone, against each shipment.
Ask both brokers to acknowledge their allocated rows in writing. Mark missing information as unresolved rather than assuming nothing has been filed. Use the customs document checklist to assemble the handover pack, and keep the register linked to the latest approved documents.
| Field | What to record |
|---|---|
| Shipment identity | Purchase order, supplier, booking and transport references, container reference where applicable |
| Declaration position | Declaration reference if filed, current status, latest status evidence and filing broker |
| Handover boundary | Outgoing tasks, incoming tasks, effective date and time, written acknowledgements |
| Outstanding work | Queries, amendments, payment issues, next action, named owner and response deadline |
| Documents and closure | Approved document versions, evidence location, release confirmation and unfinished follow-up |
Keep outstanding amendments visible
For every known error, record the original declaration reference, what needs correcting, the supporting document and whether a correction has already been submitted. Obtain the submission acknowledgement and any HMRC correspondence. Distinguish a proposed correction from a submitted request and a confirmed outcome.
Ask the incoming broker to confirm whether they can handle each existing case before transferring it. If the outgoing broker retains an amendment, define its scope and reporting contact in writing. Keep the case open until you have outcome evidence, not merely a handover email. Use broker errors and customs amendments for the correction itself.
Withdraw permissions and confirm the replacement
Send the outgoing broker a written withdrawal notice identifying the affected shipments, effective time and any narrowly retained work. Ask for acknowledgement of what they will stop doing and what they will finish. Separately review financial-account permissions: HMRC provides an account-authority service covering duty deferment, guarantee and cash accounts. Plan removal of obsolete authorities alongside replacement payment arrangements.
Send the incoming broker the representation instructions, shipment allocation, approved documents, duty payment method and import VAT instructions. Require written acknowledgement of the scope, exceptions and readiness to act. Confirm any needed account authority separately. An appointment email alone is poor evidence that the shipment pack has been understood or the payment arrangements checked.

Check the first filing and close the handover
Notify the supplier, China-side shipping contact and freight forwarder which broker receives each document and query. Ask Cambridge China Bridge’s staff in China to coordinate factory-side document versions where we are handling the order. Keep a single approved pack so an amended invoice does not reach only the outgoing broker.
Before the incoming broker files, ask them to check for an existing declaration and confirm the agreed importer, representation capacity and payment instructions. After filing, obtain the declaration copy and status evidence. Close each register entry only when clearance, document delivery and allocated follow-up are accounted for; retain separate open entries for unfinished amendments.
Frequently asked questions
Can I change customs broker while goods are at sea?
Plan the change around each shipment’s declaration status. Obtain written acceptance of the incoming broker’s tasks before redirecting documents, and identify any work the outgoing broker will retain.
Will the new broker take over existing amendments?
Do not assume so. Give them the declaration reference, correction history and correspondence, then ask them to confirm whether they can handle the case and what information they need.
Is emailing the old broker enough to remove permissions?
Treat withdrawal instructions and financial-account permissions separately. Ask for written acknowledgement of the withdrawal, then review obsolete account authorities and the replacement payment arrangements.
How do I prevent duplicate customs declarations?
Allocate filing responsibility by shipment. Obtain the outgoing broker’s latest filing status and declaration reference, and ask the incoming broker to check these before submitting anything.
