Accuracy and metrology
Tape measures, folding rules and other material measures of length are among the instruments listed in Schedule 1 of the Measuring Instruments Regulations 2016. Where they are used for trade, they need conformity assessment and the UKCA or CE and metrology markings, with the accuracy class printed on the blade; class II is common for steel tapes sold to trades, and the tolerance widens with length.
Callipers and micrometers are not regulated in the same way for workshop use, but buyers expect them to meet BS EN ISO 13385-1 for callipers and ISO 3611 for external micrometers, with a calibration certificate for each serial number where the tool is used for inspection.
Worked duty example
Take a hypothetical order of 50,000 five-metre tape measures, entered under 9017 80 10 00: £40,000 free on board plus £3,000 of freight and insurance gives a customs value of £43,000. The 2% duty on tape measures comes to £860, and import VAT is 20% of £43,860, which is £8,772. If you are VAT-registered you normally reclaim the £8,772, leaving £860 as the real cost at the border. What goes wrong
Measuring tools fail on accuracy, the mechanism and the markings. Tape blades are printed out of tolerance, hooks rivet loosely so the zero point shifts, springs break and blades do not retract, and class markings appear on tapes that were never assessed. Callipers have jaws that are not parallel or rock on the beam, digital callipers drift or eat batteries, and the markings wear off after a few weeks on site.
Check sample tapes against a calibrated reference over the full length, test hook movement and retraction cycles, check the conformity marking against the certificate for tapes sold for trade, check callipers and micrometers against gauge blocks at several points, test digital units for zero drift and battery life, and rub-test printed markings.
