Sourcing engineers' scribers from China

Engineers' scribers from China fall within marking-out instruments, carrying 2% UK duty rather than the wider heading's 0% to 2% range. For consumer sales, responsibility for product safety continues after sale. Specify the point material and test its retention. Cambridge China Bridge sources engineers' scribers.

UK duty on engineers' scribers

Heading 9017 includes marking-out instruments. Engineers' scribers scratch layout lines on workpieces before cutting or machining. The table shows complete scriber variants under the same marking-out commodity line, rather than separate tariff lines for each tip or handle design.

Read from the UK Trade Tariff on 4 November 2026, marking-out instruments under 9017 20 39 00 carry 2% duty on goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for this line. The wider heading ranges from 0% to 2%, but its plotter rate does not apply to these scribers.

Confirm the commodity code using the complete product description, photographs and intended marking-out use, especially for sets or separately supplied replacement points. See tape measures and callipers for the wider heading.

Specify the point, handle and marking task

State whether the point is hardened steel or carbide, whether it is fixed or replaceable, and whether the tool needs a straight or bent end. Agree the point profile, exposed length, handle grip and protective cap against an approved sample. Identify the workpiece material and finish so the factory can demonstrate the intended line.

For consumer sales, official product safety guidance says responsibility for safety continues after the product reaches the market. Include point exposure, cap security and tip breakage in your sample review. Agree packaging that keeps the point covered during handling and storage.

Worked duty example

Illustrative example, not a quote: Illustrative mixed order of boxed engineers' scribers for a workshop supplier under 9017 20 39 00, invoiced at £3,000 free on board, with £860 of freight and insurance to the UK. The customs value is £3,860. Duty at 2% is £77.20. Import VAT at 20% is charged on the customs value plus duty, £3,937.20, so it is £787.44. Import taxes total £864.64; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £77.20 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Point condition: inspect for blunt ends, chips, uneven grinding and loose inserts; compare the supplied material description with the agreed specification.

Marking trial: draw lines on the agreed workpiece material and inspect line consistency, point wear and any chipping after repeated use.

Handle and retention: check grip, burrs, straightness and tip movement; operate the retaining mechanism on replaceable-point models.

Arrival packaging: check caps stay fitted, points have not pierced boxes, and tools show no rust or transit damage. Keep a comparison sample for quality inspection.

What goes wrong

A point can look sharp yet round over during marking. Brittle points can chip, poorly secured inserts can rotate or pull out, and loose caps can leave sharp ends exposed inside cartons. Reject samples that cannot reproduce the agreed marking trial.

Descriptions such as carbide tipped are insufficient without an agreed material and attachment method. Retain approved samples and record the workpiece used for testing so a factory cannot substitute a softer point or change the test surface without discussion.

How do I check replaceable scriber tips?

Check fit, tightening and movement during marking. Confirm that replacement points fit the supplied handle and that the retaining mechanism holds them securely.
