Read from the UK Trade Tariff on 25 September 2026, rangefinders, theodolites and tachymeters, electronic and other levels, photogrammetric surveying instruments, meteorological, hydrological and geophysical instruments, other surveying instruments and parts of heading 9015 carried 0% duty on goods from China, with no anti-dumping measure.

GNSS receivers used for surveying are generally classified as radio navigation apparatus in heading 8526, and tape measures in 9017; confirm the commodity code.

Laser safety and electrical rules

Laser levels, rotary lasers and laser distance meters must be classified to BS EN 60825-1 and carry the class label and warnings that go with it. Most line lasers are Class 2 or 3R; a higher class than the label says is a safety failure and a reason for recall, so ask for the laser test report and check that the declared class matches the power measured on samples.

Battery-powered instruments are consumer or professional products under general product safety law and need EMC conformity under the Electromagnetic Compatibility Regulations 2016, with UKCA or CE marking, battery and WEEE compliance. Bluetooth-connected instruments are also radio equipment.

Worked duty example

Suppose, purely for illustration, you import 1,000 self-levelling cross-line laser levels under 9015 30 10 00. At £38,000 free on board and £2,000 to ship and insure, the customs value is £40,000. With 0% duty on electronic levels, the only charge is import VAT: 20% of £40,000, or £8,000. VAT-registered businesses usually recover that in their next return. What goes wrong

Surveying instruments fail on calibration. A laser level whose line is out by more than the stated accuracy over ten metres, or whose self-levelling pendulum sticks, is worse than useless on site, and total stations drift out of collimation after a rough journey. Housings that claim an IP rating let in dust and rain, batteries lose capacity, and tripod threads and mounts do not match the standard 5/8 inch thread.

Check each sample against a known reference, such as a two-wall test for laser levels and a calibration baseline for distance meters, measure laser power against the declared class, drop and vibration-test packed units, spray-test to the IP rating, and ask for a calibration certificate with each serial number. Pack instruments in fitted cases inside cartons.
