Sourcing lasers and optical devices from China

Lasers other than laser diodes, telescopic sights, hand magnifiers, door viewers, liquid crystal devices and other optical appliances from China pay 0% UK duty with no anti-dumping duty. Read from the UK Trade Tariff on 26 September 2026, telescopic sights and other telescopes forming parts of instruments, lasers other than laser diodes, other optical devices, appliances and instruments, and their parts carried 0% duty on goods from China, with no anti-dumping measure. Laser diodes themselves are semiconductors in chapter 85, binoculars are in heading 9005 and laser levels in heading 9015, so confirm the commodity code for each product.

Laser classes and safety

Laser products are classified under BS EN 60825-1 by the risk of their emission, and BS EN 50689 adds particular requirements for consumer laser products. UKHSA advises that consumer products containing Class 1 or Class 2 lasers are unlikely to cause eye or skin injury, and warns that pointers marked Class 2 or under 1 mW regularly measure as Class 3B or Class 4, which has caused eye injuries, especially to children. Trading Standards enforce the General Product Safety Regulations 2005 against such products, and shining a laser at a vehicle is an offence under the Laser Misuse (Vehicles) Act 2018.

Industrial laser modules and marking sources sold to businesses need the class, warning labels and interlocks their standard requires. Worked duty example

Take a hypothetical order of 20,000 illuminated hand magnifiers, entered under 9013 80 80 00: £24,000 free on board plus £1,200 of freight and insurance gives a customs value of £25,200. Optical appliances carry no duty, so import VAT of 20% on £25,200, £5,040, is the only tax. A VAT-registered importer normally reclaims it, so the border adds no lasting cost. What goes wrong

Lasers and optics fail on output, labels and glass. Pointers and modules labelled Class 2 emit far more power than the label says, green lasers leak invisible infrared because the filter was left out, and warning labels are missing or wrong. Magnifier lenses distort or scratch because acrylic replaced glass, LED lights fail, door viewers have a narrower angle than claimed, and telescopic sight reticles drift off centre under recoil.

Measure laser output and wavelength on samples from every batch with a calibrated power meter, including infrared leakage on green lasers, check class, warning and aperture labels against BS EN 60825-1, check magnifier lens material, power and distortion, test lighting and battery life, measure door viewer angle, and recoil- or drop-test sights before approving production.
