Match the product to the Chinese sales route

Lasers and optical components span different customs classifications. The UK export figures below cover goods under HS 9001-9013 (14 subheadings). Start with the actual specification and intended use, rather than treating every item as a laser.

HMRC recorded £60.4m of UK goods exports to mainland China under 14 HS6 subheadings in 2025 (2024: £47.8m, +26.5%). Exports to Hong Kong under the same codes were £10.7m. January to July 2026: £40.2m against £31.3m in the same months of 2025 (+28.4%). These are UK exports under HS 9001-9013 (14 subheadings).

The largest UK export line to China was 90132000, lasers excluding laser diodes, at £48.8m under HS 901320. Separate industrial supply from consumer retail when choosing a buyer: the cross-border retail list covers selected optical goods, and its personal-use conditions prevent resale.

Check UK controls before agreeing supply

The UK dual-use control list includes sensors and lasers in category 6. Whether your laser is controlled depends on its technical specification, so classify it against the UK Strategic Export Control Lists before quoting. Export and trade licence applications for mainland China are assessed case by case against the UK Strategic Export Licensing Criteria; give the prospective importer a delivery commitment only after resolving the applicable control position.

For exports from England, Wales or Scotland, obtain a GB EORI and the correct commodity code. The export declaration needs the value, weight, packaging, destination, transport details, and invoice and packing list references. The carrier needs the invoice and any export licences or certificates. Agree who will make the declaration and ensure the shipment description matches the laser or optical item being supplied.

Price against the exact Chinese tariff line

Chinese laser line 90132000 has a 0% MFN rate, but other optical lines differ. Camera-lens lines 90021131 and 90021139 have 6% MFN rates and 3% provisional rates for 2026. Have the importer’s customs broker confirm the Chinese classification and applicable rate before calculating the price the importer can offer.

The VAT Law sets a standard import VAT rate of 13%, subject to its exceptions. Import VAT is calculated on customs value plus customs duty plus consumption tax, multiplied by the applicable VAT rate. Duty and VAT add to landed cost even where the duty rate is 0%. The importer’s customs broker or adviser confirms whether consumption tax applies to the product.

Use cross-border retail only for listed optical goods

The cross-border e-commerce retail import list partially covers this range: 90021131, 90021139, 90051000, 90058010, 90138010 and 90138090. These entries include camera lenses, binoculars, astronomical instruments, magnifying glasses and other liquid-crystal devices and optical instruments. Do not extend these entries to laser line 90132000. Listed goods entering through bonded 1210 or direct 9610 channels are supervised as personal-use articles, with first-import licensing, registration and filing requirements disapplied, subject to the notice’s epidemic and emergency-risk exceptions.

The overseas business remains responsible for quality and safety and must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability. Consumers must accept a risk notice covering possible differences from Chinese standards and Chinese labelling, and the prohibition on resale. The transaction limits are RMB 5,000 per order and RMB 26,000 annually per person. Assess this route for consumer purchases of listed optics, rather than distributor stock.

Find an importer who can handle the exact specification

Ask a prospective importer to identify the models it wants, their end use, the proposed Chinese tariff lines and its intended sales route. Resolve the UK control assessment and Chinese entry requirements before signing or sending stock. Our own staff in China find and check Chinese importers and distributors for UK brands. If a Chinese importer has already approached your brand, our staff in China check that company before stock is sent or anything is signed.

Use our export-to-China service to arrange those checks. Where needed, we prepare registration and label work with licensed partners in China. The importer of record and any required cross-border e-commerce agent roles stay with licensed partners in China, and the brand’s own filings stay the brand’s.

Frequently asked questions

Do UK lasers need an export licence for China?

Check the technical specification against the UK Strategic Export Control Lists. Category 6 includes sensors and lasers; the product’s specification determines whether it is controlled. Licence applications are assessed case by case.

What Chinese import duty applies to UK lasers?

Chinese line 90132000 has a 0% MFN rate. It covers lasers excluding laser diodes. Confirm the classification before using that rate; other optical tariff lines carry different rates.

Can I sell UK lasers through cross-border e-commerce?

The matched retail-list entries cover selected optical goods and do not include laser line 90132000. Listed goods are for personal use and may not be resold, so this route cannot supply distributor stock.

What should I request from a Chinese laser importer?

Request the exact models, intended use, proposed Chinese tariff lines and sales route. These let you align the UK control assessment with the importer’s customs planning before committing stock.
