Sourcing rubber sheet and matting from China

2% duty

Read from the UK Trade Tariff on 26 September 2026, plates, sheets, strip, rods and profile shapes of cellular rubber, and of non-cellular rubber including floor coverings and mats, carried 2% duty on goods from China, with no anti-dumping measure. Profile shapes cut to size for civil aircraft have their own line. Gaskets, seals and other cut articles are in heading 4016, conveyor belts in 4010 and silicone sheet may classify as a plastic, so confirm the commodity code.

Compound, tests and chemicals

Rubber sheet is specified by polymer, such as EPDM for weather and ozone resistance, nitrile for oil, neoprene for general and flame-retardant uses and natural rubber for abrasion, with hardness in Shore A to ISO 48-4, tensile strength and elongation to ISO 37, thickness and width tolerances, colour and surface finish. Food-contact grades need evidence under the food contact materials regulation.

Entry 50 of UK REACH Annex XVII limits eight polycyclic aromatic hydrocarbons to 1 mg/kg in rubber or plastic parts of articles that come into long or repeated contact with skin, and 0.5 mg/kg in toys and childcare articles, so mats, grips and wearable parts made with cheap extender oils or carbon black need PAH testing.

Worked duty example

Take a hypothetical order of 20 tonnes of EPDM rubber sheet, entered under 4008 21 90 00: £40,000 free on board plus £3,000 of freight and insurance gives a customs value of £43,000. The 2% duty on rubber sheet comes to £860, and import VAT is 20% of £43,860, which is £8,772. If you are VAT-registered you normally reclaim the £8,772, leaving £860 as the real cost at the border. What goes wrong

Rubber sheet fails on compound, dimensions and smell. Cheaper polymers or heavy filler loadings are supplied against the specified grade, so hardness, tensile strength and oil or ozone resistance fall short, and sheets crack outdoors or swell in oil. Thickness varies across the width, rolls telescope, surfaces bloom with a white powder, and recycled or low-grade compounds smell strongly and fail PAH limits.

Test samples for hardness, tensile strength, elongation and density against the data sheet, run oil or ozone tests where the application needs them, measure thickness across the width and along the roll, check for bloom and odour, and test skin-contact products for PAHs to entry 50 before shipment.
