Sourcing elastomeric pump diaphragms from China

Elastomeric pump diaphragms from China carry 2% standard UK duty across the relevant rubber lines. Listed zero-duty suspensions describe other goods, so do not assume relief. UK REACH restrictions can affect the compound; match it to the pumped fluid. Cambridge China Bridge sources elastomeric pump diaphragms.

Standard duty is 2%

Read from the UK Trade Tariff on 16 October 2026, heading 4016 covers articles of vulcanised rubber other than hard rubber. This guide concerns separately supplied elastomeric pump diaphragms. The table gives classification candidates, rather than interchangeable codes: construction, metal bonding, cellular material and sealing function need checking. For protective rubber components, see our rubber bellows boots sourcing guide.

The selected lines carry 2% standard duty for goods from China, with no anti-dumping or countervailing measure and no attached import controls in the supplied tariff record. The 0.00 % suspensions recorded against the other-seals and other-articles lines describe particular rectangular rubber gaskets and disposable boot covers or overshoes, rather than pump diaphragms. The bonded-parts and cellular-rubber lines show no suspension. For inflatable seals, see our inflatable seal sourcing guide.

Give your customs broker the compound declaration, sectional drawing, photographs and intended function before confirming the commodity code. For complete pumps, see our air-operated diaphragm pump guide.

Specify the compound and flexing geometry

Specify the pump make, model and replacement reference, elastomer compound, reinforcement fabric, centre insert and bonding method. Provide a drawing showing the clamping bead, bolt holes, centre mounting, thickness profile and flexing contour. State the pumped fluid, concentration, operating temperature, pressure, stroke and cleaning chemicals. Agree fit and endurance acceptance against the intended pump.

UK REACH applies to substances in articles, and restrictions can limit, ban or condition their use or supply. Ask for a compound declaration and evidence addressing applicable restrictions. For food-contact service, materials must be safe for their application and must not adversely affect food or drink. Request testing that represents the intended food, contact conditions and cleaning regime.

Worked duty example

Illustrative example, not a quote: Illustrative batch of replacement elastomeric pump diaphragms under 4016 99 97 90, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 2% is £304. Import VAT at 20% is charged on the customs value plus duty, £15,504, so it is £3,100.80. Import taxes total £3,404.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Material: compare compound identification, hardness and reinforcement with the approved sample and batch records.

Geometry: measure the clamping bead, mounting holes, centre insert and thickness profile; trial-fit samples in the intended pump.

Moulding: inspect for trapped air, exposed fabric, cuts, flash on sealing faces and separation around bonded inserts.

Performance: check leakage, fluid compatibility and flexing endurance against agreed acceptance criteria. Retain results with the batch identification; see quality inspection explained.

What goes wrong

A diaphragm can fit the pump yet fail in service. An unsuitable compound swells or hardens in the fluid; an incorrect contour stretches around the centre; exposed reinforcement wicks liquid; and weak insert bonding separates under repeated flexing. Packing that folds the clamping bead can also leave permanent distortion.

Approve samples using the actual pump and representative fluid before releasing production. Keep the approved compound, drawing and reinforcement construction tied to the order, and agree how substitutions will be reviewed. A matching colour or replacement reference alone does not establish equivalent performance.

Frequently asked questions

What is the UK import duty on elastomeric pump diaphragms from China?

The relevant lines in heading 4016 carry 2% standard duty in the supplied tariff record. Listed suspensions describe other goods, so confirm classification before claiming relief.

Which rubber compound should I specify?

Specify the fluid, concentration, temperature and cleaning chemicals, then agree a compound supported by compatibility and flexing tests. Colour alone does not identify the compound.

Can I order using only the pump model?

Use the model and replacement reference alongside a drawing and approved sample. Check the clamping bead, centre attachment, reinforcement and thickness profile.

What evidence should I request for food-contact diaphragms?

Request the compound identity and test evidence for the intended food and contact conditions. Food-contact materials must be safe for their application and must not adversely affect food or drink.
