Sourcing rubber bellows boots from China

Rubber bellows boots from China normally carry 2% UK duty; a qualifying brake calliper pin boot may receive 0% under authorised use. Confirm the code and suspension conditions for the actual part. Consumer-use products must be safe under the applicable product safety rules. Cambridge China Bridge sources rubber bellows boots.

Normally 2% duty on rubber bellows boots

Read from the UK Trade Tariff on 17 October 2026, heading 4016 covers articles of vulcanised rubber other than hard rubber. For bellows boots, vehicle use and rubber-to-metal bonding help distinguish the candidate lines below. These are classification options, rather than interchangeable codes for the same boot.

The selected lines carry 2% duty on goods from China, with no anti-dumping or countervailing measures or attached import controls recorded. Under 4016 99 57 90, a conditional 0% authorised-use suspension includes specified brake calliper pin boots. The supplied dimensional wording is incomplete, so have your broker confirm the full conditions before claiming it. The suspension under 4016 99 97 90 concerns disposable boot covers or overshoes, rather than machinery bellows.

Confirm the commodity code using the compound, drawing, intended equipment and details of any bonded metal. Budget at the ordinary rate until eligibility for a suspension is confirmed.

Specify the compound, folds and mounting lips

Identify whether the boot protects a steering rack, drive joint, brake calliper pin or moving machine shaft. Supply a drawing showing mounting bores, clamp grooves, wall thickness, fold profile and the compressed and extended positions. State whether metal inserts are bonded into the rubber or supplied separately.

Agree the rubber compound and hardness against the operating environment. Identify contact with grease, hydraulic fluid, oil, water and cleaning chemicals, together with heat, outdoor exposure and movement. Approve a sample on the actual mating parts, including the intended clamps, and agree flexing and fluid-exposure checks before production.

For consumer-use boots, the General Product Safety Regulations apply in Great Britain where relevant, alongside any applicable specific safety provisions. UK REACH restrictions can cover substances in articles. Ask for compound-specific chemical evidence; confirm with HSE whether skin-contact PAH restrictions apply to the intended use.

Worked duty example

Illustrative example, not a quote: Illustrative order of 3,000 moulded machinery bellows boots under 4016 99 97 90, invoiced at £15,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 2% is £350. Import VAT at 20% is charged on the customs value plus duty, £17,850, so it is £3,570. Import taxes total £3,920; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £350 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure mounting bores, lip profiles and clamp grooves against the drawing; trial-fit boots on the mating parts.

Moulding: check fold roots for thin spots, splits, porosity and flash; flex samples through the agreed travel.

Compound: compare hardness and material records with the approved sample; check agreed grease or fluid exposure results.

Packing: check part identification and batch records, and look for crushed folds or distorted mounting lips. Use the quality inspection guide to plan checks before dispatch and on arrival.

What goes wrong

A boot can fit at rest but stretch tight, rub adjacent parts or collapse during movement. Thin fold roots split, excessive flash interferes with clamp seating, and the wrong compound swells or hardens in service. A metal collar added to a drawing can also change the classification question.

Approve fit through the full operating travel rather than accepting a photograph of the moulding. Keep an approved sample and agree how compound substitutions, mould changes and failed inspection results will be handled before shipment.

Frequently asked questions

What is the UK import duty on rubber bellows boots from China?

The selected heading 4016 lines carry 2% duty. Specified brake calliper pin boots may qualify for 0% under authorised use; confirm the complete suspension conditions before claiming relief.

Which commodity code covers rubber bellows boots?

Vehicle boots may fall under 4016 99 57 90 and other machinery boots under 4016 99 97 90. Bonded metal parts have separate candidate lines. Confirm classification from the drawing and intended use.

How do I choose the rubber compound?

Specify the fluids, grease, heat, outdoor exposure and movement the boot will face. Compare proposed compounds using agreed exposure and flexing checks on samples.

What should I check when the boots arrive?

Check mounting fit, clamp seating, wall consistency and fold roots. Flex samples through the agreed travel and look for cracking, rubbing, permanent distortion and damage from packing.
