Sourcing rubber lagging sheets from China

Rubber conveyor lagging sheets entered under 4016 99 97 90 carry 2% UK duty from China, with no trade remedy recorded. Check the classification of the finished sheet and applicable UK REACH chemical restrictions for Great Britain. Cambridge China Bridge sources rubber conveyor lagging sheets.

2% duty on finished rubber lagging articles

Read from the UK Trade Tariff on 17 October 2026, heading 4016 covers other articles of vulcanised rubber other than hard rubber. Finished conveyor pulley lagging articles may fall under 4016 99 97 90. The table shows product variants sharing this candidate code, rather than separate tariff lines.

The supplied tariff record shows 2% duty from China for this line, no anti-dumping or countervailing duty and no attached import controls. Its suspension is restricted to disposable plastic or rubber boot covers and overshoes; it does not provide relief for conveyor lagging sheets.

Confirm the material, surface working, shape and backing through our commodity code guide. Do not assume that plain rubber sheet and a finished lagging article have the same classification. See the rubber sheet and matting guide when comparing supply forms.

Specify the pulley surface and bonding system

State pulley diameter and face width, sheet dimensions, thickness tolerances, rubber compound, hardness and the required plain, diamond or grooved face. Describe wet running, oil exposure, abrasive material and operating temperature. Agree measurable acceptance criteria for abrasion, tensile strength and bond performance rather than accepting a general wear-resistant description.

Specify whether the back is buffed or has a bonding layer, which adhesive system will be used, and the preparation and curing instructions. Ask for compound and bonding-layer information to assess applicable UK REACH restrictions in Great Britain. Confirm with HSE how any applicable restrictions affect the substances in the article.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of finished rubber conveyor lagging sheets under 4016 99 97 90, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 2% is £304. Import VAT at 20% is charged on the customs value plus duty, £15,504, so it is £3,100.80. Import taxes total £3,404.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure thickness across the sheet, cut size, groove depth and pattern alignment against the drawing.

Rubber: compare batch hardness and test results with the approved sample; inspect cut edges for voids, cracks and inclusions.

Bonding face: check cleanliness, backing consistency and protective film; trial the agreed adhesive on prepared pulley material.

Traceability: match batch labels to material and test records, and inspect packing for creases or damaged bonding faces. Plan checks with our inspection guide.

What goes wrong

An unsuitable compound can swell in oil, wear rapidly or lose grip when wet. Uneven thickness changes the finished pulley surface, shallow grooves reduce drainage, and weak bonding layers can separate even when the exposed rubber looks acceptable.

Contamination, incompatible adhesive and poorly prepared steel can cause lifting at seams and edges. Agree a trial bond and a sample installation before approving the batch. Keep failure criteria and replacement responsibilities in the purchase specification.

Frequently asked questions

What is the UK import duty on rubber conveyor lagging sheets from China?

The supplied tariff record shows 2% under 4016 99 97 90, with no anti-dumping or countervailing duty. Confirm that your finished lagging sheet belongs in this line.

Does the tariff suspension cover conveyor lagging sheets?

No. The suspension recorded for 4016 99 97 90 is for disposable plastic or rubber boot covers and overshoes, not conveyor lagging sheets.

What should I specify for diamond-pattern lagging?

Specify sheet thickness, pattern dimensions, groove depth, compound, hardness, pulley dimensions and bonding system. Agree performance checks for the actual wet, oily or abrasive conditions.

How do I check whether the sheets will bond?

Trial the agreed adhesive and backing on prepared pulley material. Record preparation, curing conditions and the agreed bond acceptance criteria, then compare production samples with the approved trial.
