Sourcing rubber expansion joints from China

Rubber expansion joints entered under heading 4016 carry 2% UK duty from China across the candidate lines here. Confirm classification from the construction and intended use, then establish the applicable pressure-equipment requirements before sale in Great Britain. Cambridge China Bridge sources rubber expansion joints.

2% duty on the candidate rubber lines

Read from the UK Trade Tariff on 17 October 2026, heading 4016 covers other articles of vulcanised rubber other than hard rubber. The table distinguishes candidate lines for complete expansion joints from separately supplied seals and cellular rubber accessories. These are classification candidates, not a ruling that every joint belongs in this heading.

All listed lines carry 2% duty for goods from China. The supplied facts record no anti-dumping or countervailing duty and no attached import controls on these lines. The suspensions under 4016 99 97 90 and 4016 93 00 90 describe disposable overshoes and a specified rectangular gasket respectively; they do not establish relief for expansion joints.

Give your customs broker the assembly drawing, rubber specification, metal attachment method and intended use to confirm the commodity code. A loose flange differs from metal bonded into rubber. The rubber vibration mounts guide covers related rubber components.

Specify the pipe connection and operating envelope

Specify bore, face-to-face length, flange drilling, sealing-face profile, flange material and coating. State the fluid, operating temperature, pressure, vacuum exposure and required axial, lateral and angular movement. Agree the rubber compound, reinforcement construction, retaining rings and any control rods. Ask for movement limits at the intended operating conditions rather than separate maximum figures that may not apply together.

HSE includes expansion joints in its description of pressure-system piping. Pressure-equipment rules cover equipment above 0.5 bar maximum allowable pressure, subject to exclusions. Establish the classification before agreeing compliance documents or marking. Where relevant, importers must check the manufacturer's conformity assessment; confirm the technical documentation, marking and accompanying-document requirements with the relevant authority. Equipment below the applicable classification limits follows sound engineering practice and must not carry CE or UKCA marking solely under these rules.

Worked duty example

Illustrative example, not a quote: Illustrative batch of rubber-to-metal bonded expansion joints for a pipework contractor under 4016 99 91 90, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 2% is £304. Import VAT at 20% is charged on the customs value plus duty, £15,504, so it is £3,100.80. Import taxes total £3,404.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure bore, face-to-face length, bolt-hole positions and sealing faces against the approved drawing; trial-fit a sample to the intended mating flange.

Rubber: check compound records and agreed hardness tests; inspect the bore and bead for cracks, blisters, exposed reinforcement and uneven moulding.

Assembly: inspect bonded interfaces, retaining rings, flange finish and control-rod hardware against the agreed construction.

Testing: match agreed pressure, leakage and movement test reports to the supplied model and batch; inspect packing for distorted bellows. Plan sampling through the quality inspection guide.

What goes wrong

A joint can fit the bolt pattern but have the wrong installed length or sealing profile. An unsuitable compound can swell or harden in the process fluid, while weak reinforcement or poor bonding can cause leakage. Moving flanges are not proof of a bonded rubber-to-metal construction for tariff purposes.

Excess movement, unsupported pipe loads and incorrect control-rod settings can damage a joint after installation. Agree installation drawings and operating limits with the pipework designer, then approve a sample before production. For pressure equipment supplied in Great Britain, the importer must ensure instructions are clear, legible and easily understandable English.

Frequently asked questions

What is the UK import duty on rubber expansion joints from China?

The candidate lines in heading 4016 carry 2% duty from China in the supplied tariff facts, read on 17 October 2026. Confirm the complete joint's classification; the listed product-specific suspensions do not establish relief for it.

Do rubber expansion joints need CE or UKCA marking?

Establish the pressure-equipment classification first. Below the applicable classification limits, sound engineering practice applies and CE or UKCA marking must not be applied solely under the pressure-equipment rules.

Which rubber compound should I specify?

Give the factory the fluid, temperature, pressure and vacuum conditions. Agree a compound supported by compatibility information and tests for that service; colour alone does not identify the material.

What should I check when rubber expansion joints arrive?

Check flange drilling, installed length, sealing faces, rubber condition, reinforcement exposure and supplied hardware. Match agreed test reports to the model and batch before releasing the joints for installation.
