Sourcing rubber dock bumpers from China

Rubber dock bumpers from China carry 2% UK duty across the relevant lines shown here. Confirm classification from the material, construction and use; loading-bay bumpers and marine dock fenders need separate consideration. UK REACH applies to substances in articles. Cambridge China Bridge sources rubber dock bumpers.

2% duty on relevant rubber bumper lines

Read from the UK Trade Tariff on 17 October 2026, heading 4016 covers articles of vulcanised rubber other than hard rubber. The relevant lines shown here carry 2% duty on goods from China, with no anti-dumping or countervailing measures and no attached import controls in the supplied tariff data.

The other-articles line, 4016 99 97 90, has a suspension restricted to disposable plastic or rubber boot covers and overshoes. It does not describe dock bumpers. The cellular rubber, rubber-to-metal bonded parts and boat or dock fender lines shown here have no suspensions.

Describe whether the product protects a warehouse loading bay or a marine berth, whether the rubber is cellular, and whether metal is bonded to it. Confirm the commodity code before ordering. For the wider product family, see rubber sheet and matting.

Specify the impact face and mounting arrangement

Provide a drawing showing overall dimensions, projection from the wall, mounting-hole centres, bolt recesses and backing-plate details. Specify moulded or laminated construction, rubber compound, hardness, compression behaviour, weather exposure and the intended vehicle contact face. Agree performance testing against the intended installation rather than accepting an unsupported impact claim.

UK REACH generally applies to substances in articles. Ask for compound information and a review of applicable chemical restrictions, especially where recycled rubber is proposed. HSE guidance says loading-bay buffers should be highly visible and sensibly positioned. Agree the installation layout with the site operator.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of solid rubber loading-bay bumpers under 4016 99 97 90, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 2% is £304. Import VAT at 20% is charged on the customs value plus duty, £15,504, so it is £3,100.80. Import taxes total £3,404.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure projection, hole centres and recesses against the drawing; trial-fit the bumper to the intended bracket.

Rubber: compare hardness and compression recovery with the approved sample; inspect for cracks, voids and loose inclusions.

Assembly: check bonded plates for separation, laminated blocks for loose layers, and exposed metal for coating damage.

Records: match the compound declaration and agreed test results to the delivered batch. Arrange quality inspection before dispatch.

What goes wrong

A bumper can fit the bolt pattern yet project too little to protect the wall or dock equipment. Excessively hard rubber can transmit impact; soft rubber can flatten and leave bolt heads exposed. Voids, weak bonding and loose laminated layers can remain hidden until compression testing.

Treat a change of compound, backing plate or mould as a change requiring sample approval. Record the installed clearance and vehicle contact position before commissioning the order. Keep marine fenders separate from warehouse bumpers in specifications and customs descriptions.

Frequently asked questions

What is the UK import duty on rubber dock bumpers from China?

The relevant lines in the supplied tariff data carry 2% duty, with no anti-dumping or countervailing measure. Confirm the line from the bumper's material, construction and use.

Are loading-bay bumpers classified as dock fenders?

Do not assume so. The tariff separately names boat or dock fenders. Give your broker the installation purpose, drawing and material details before choosing the commodity code.

What should I specify for a replacement dock bumper?

Specify projection, mounting-hole centres, bolt recesses, rubber compound, hardness and backing plate. Include the vehicle contact position and a drawing of the existing installation.

How do I check rubber dock bumpers before shipment?

Measure the mounting details, trial-fit a sample, compare hardness and compression recovery, and inspect the rubber, bonded plates or laminated layers against the approved specification.
