Sourcing hard rubber and ebonite from China
Hard rubber such as ebonite from China, in rods, sheets, tubes and finished articles, including waste and scrap, pays 0% UK duty under 4017 00 00 00, the only line in heading 4017, with no anti-dumping duty. Parts in contact with skin or the mouth must meet the UK REACH PAH restriction, and hardness and finish decide how the material machines.

0% duty
Read from the UK Trade Tariff on 27 September 2026, heading 4017 covers hard rubber (for example, ebonite) in all forms, including waste and scrap, and articles of hard rubber. Its single line, 4017 00 00 00, carried 0% on goods from China with no anti-dumping measure.

Chemical rules
Entry 50 of Annex XVII to UK REACH (Regulation (EC) No 1907/2006) limits polycyclic aromatic hydrocarbons in rubber and plastic parts that come into direct, prolonged or repeated contact with skin or the mouth, such as mouthpieces and handles, so ask for PAH test results for those uses.
Consumer articles must also be safe under the General Product Safety Regulations 2005.
Specifying ebonite
Specify form and dimensions (rod diameter, sheet thickness, tube bore), colour, hardness measured by Shore D durometer to ISO 868, density, surface finish and polish, machining tolerances for finished parts, and packing that protects polished surfaces.
Worked duty example
Suppose, purely for illustration, you import 2 tonnes of ebonite rods and sheets under 4017 00 00 00. At £14,000 free on board and £1,200 to ship and insure, the customs value is £15,200. With 0% duty on ebonite, the only charge is import VAT: 20% of £15,200, or £3,040. VAT-registered businesses usually recover that in their next return. Inspection checklist
Material: check hardness on samples against the agreed Shore D range, and look for porosity, inclusions and cracks on cut ends.
Dimensions: measure rod diameter, sheet thickness and straightness, and machined features on finished parts.
Surface: check colour consistency and polish, and for mouth-contact parts, the PAH test report.
What goes wrong
Ebonite orders fail on cure, porosity and surface. Under-cured material is too soft to machine cleanly, voids appear when rods are cut, black ebonite oxidises to a brown surface under light, and sulphur odour remains in poorly finished parts.
