Sourcing chemical intermediates from China

Duty depends on the substance

Read from the UK Trade Tariff on 25 September 2026, heterocyclic compounds with nitrogen hetero-atoms carried two third-country rates on several codes: 0% under additional code 2500 for pharmaceutical substances in Table 10 and Tables 11 to 13 referred to in section 41 of the Reliefs Regulations, and 4% or 6% under additional code 2501 for others. Some lines were 0% either way, and several carried autonomous tariff suspensions.

The substance's name and CAS number decide the code and the additional code, so give the broker both, and check whether the substance appears in the pharmaceutical tables; the commodity code guide explains the method.

UK REACH registration

Article 6(1) of UK REACH requires any manufacturer or importer of a substance, on its own or in mixtures, in quantities of one tonne or more per year to submit a registration. For a UK importer buying from China, the registration duty falls on the importer unless a UK-based only representative of the Chinese manufacturer registers instead. Hazardous substances also need a safety data sheet and classification labelling, and some intermediates are controlled drug precursors or dual-use items, which the tariff flags with a Home Office control on the code; check those before ordering.

Quality documents

Chemicals are bought on the certificate of analysis: assay, impurity profile, residual solvents and water content against an agreed specification. Ask for the specification, the analytical method and a sample for your own laboratory, and keep a retained sample from each batch. For pharmaceutical use, the buyer's quality system will also require a supplier qualification and change control.

Packing and transport follow the dangerous goods classification, so the freight plan depends on the safety data sheet.
