Sourcing goods lifts from China

Goods lifts from China carry 0% ordinary UK duty on the relevant tariff lines. Those lines also show a provisional anti-dumping measure, but goods outside the boom-lift description are excluded. UK duty on goods lifts

Read from the UK Trade Tariff on 29 September 2026, heading 8428 covers lifting and handling machinery. Goods lifts are relevant to the electrically operated and other lifts lines. The table repeats the electrically operated code for different goods-lift configurations; other lifting platforms require a separate classification check.

The selected lines carry 0% ordinary duty for goods from China, with no listed suspension. The supplied tariff data attaches provisional anti-dumping duty of 71.74% and anti-dumping or countervailing registration to these codes. The anti-dumping notice excludes goods outside its boom-lift description. Registration uses additional code 8C10 for goods concerned; ask your customs broker to confirm scope and the declaration requirements for your goods lift.

Specify the load, landings and installation

Specify the actual loads, including pallets and trolleys, their dimensions and how they enter the carrier. Agree rated capacity, travel, landing positions, clear door openings, carrier dimensions, pit and overhead space, shaft enclosure and structural fixing details. State whether anyone can enter the carrier and whether controls can be reached from inside.

Have the proposed design reviewed to establish the applicable machinery or lift safety regime. For machinery supplied in Great Britain, confirm the applicable essential safety requirements, technical documentation, conformity assessment, declaration, marking and English-language instruction requirements with the relevant authority. Where lift rules apply, the installer takes responsibility for design, manufacture, installation and placing the lift on the market.

Agree who supplies the enclosure, landing doors, electrical connection, installation and commissioning. Require drawings matched to the building and a factory test using representative loads. Plan pre-shipment inspection around the actual machine and its documents.

Worked duty example

Illustrative example, not a quote: An electrically operated goods-only lift; illustrative order, subject to classification and trade-remedy scope checks under 8428 10 20 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. Inspection checklist

Load and levelling: witness operation with the agreed load, check landing alignment and watch for drift, uneven movement or contact with the enclosure.

Doors and controls: have a competent specialist demonstrate landing-door interlocks, travel limits, emergency stopping and the response to power loss without exposing anyone to moving equipment.

Build and delivery: compare the drive, guides, carrier, fixings and electrical cabinet with approved drawings; inspect transport damage and identify missing installation parts on arrival.

Documents and handover: match the declaration, marking, instructions and serial identification to the delivered configuration. Workplace thorough examinations must be undertaken by a competent person; arrange the handover with the responsible specialist.

What goes wrong

A goods lift can fit the load yet fail the building: door openings, fixing positions, pit depth or overhead space may differ from the approved drawing. A pallet truck can catch at a poorly levelled landing, while substituted controls or interlocks can undermine the agreed safety design.

Do not accept a generic certificate as the complete handover. Resolve mismatched documents, incomplete shaft protection, missing landing doors and unclear commissioning responsibilities before shipment. Compare the complete installation package through a quote check.
