UK duty on vacuum lifting machines

Read from the UK Trade Tariff on 29 September 2026, heading 8428 covers lifting, handling, loading and unloading machinery. For complete vacuum lifting machines, 8428 90 90 80 is a candidate to confirm. The table shows applications under that same candidate line, rather than separate tariff subdivisions. For wider heading context, see scissor lift tables. For the reverse trade route, see exporting lifting equipment to China.

All supplied lines have 0% ordinary duty for goods from China. The candidate line also records 71.74% residual provisional anti-dumping duty and anti-dumping or countervailing registration, with additional code 8C10 for the goods concerned. The official boom-lift notice excludes goods outside its goods description. Do not apply the remedy solely because the code matches; ask your customs broker to confirm the scope and registration requirement. No suspension is recorded.

Give your broker the complete assembly description, lifting method, power source and intended loads. A complete machine and a detachable suction attachment need separate classification consideration. Confirm the commodity code before ordering.

Specify the load, suction pads and failure behaviour

Describe the actual material, surface finish, porosity, packaging, load shape and lifting orientation. State whether the machine lifts sacks, flat sheets or glass, and whether it must tilt or rotate them. Agree pad layout, usable lifting capacity for each orientation, lifting travel, mounting arrangement and the available electrical or compressed-air supply.

Ask for a witnessed demonstration using representative loads. Agree acceptance checks for gripping, controlled movement, release and loss of power or vacuum, with the supplier providing a safe test procedure. Specify replacement pads, seals, filters and hoses by part reference.

Before supply in Great Britain, confirm the applicable machinery safety requirements, technical file arrangements, conformity assessment, declaration of conformity and marking requirements with the relevant authority. Require English instructions matched to the supplied machine. Workplace use also brings PUWER and other relevant legislation into scope.

Worked duty example

Illustrative example, not a quote: One vacuum lifting machine, illustrative only under 8428 90 90 80, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the machine, pad arrangement, rated-load information, declaration and English instructions to the order.

Suction system: inspect pad edges, hose routing, joints, filters and gauges for damage or assembly differences.

Operation: witness agreed gripping, movement, release and failure-response checks with representative material under the supplier's safe procedure.

Arrival: check transport damage, mounting points and loose connections before commissioning. Record findings through a quality inspection.

What goes wrong

A demonstration on clean, rigid material can hide problems with dusty sheets, porous sacks or flexible packaging. Ask the supplier to demonstrate your intended load rather than accepting footage of a different application. Check tilted handling separately from horizontal lifting.

Unagreed pad substitutions, inaccessible spare seals and instructions for a different assembly create acceptance disputes. Put the pad material, replacement parts, test method and documentation into the purchase specification.
