Sourcing dock levellers from China

Vehicle loading dock levellers have an ordinary UK duty rate of 0% under the candidate tariff line. The attached boom-lift remedy needs a scope check. For machinery supplied in Great Britain, confirm the applicable conformity documentation, marking and English instruction requirements with the relevant authority. Cambridge China Bridge sources vehicle loading dock levellers.

UK duty and the boom-lift measure

Read from the UK Trade Tariff on 29 September 2026, heading 8428 covers lifting, handling, loading and unloading machinery. For a dock leveller, consider 8428 90 90 80, subject to confirmation from its construction and operation. The table shows product variants sharing this candidate line, rather than separate tariff subdivisions. For the wider heading, see goods lifts. For the reverse trade route, see exporting lifting equipment to China.

The supplied tariff record gives 0% ordinary duty, no suspension and a provisional anti-dumping residual rate of 71.74% on this line. The official notice concerns boom lifts and excludes goods outside its description, so that rate should not automatically be applied to dock levellers. The tariff also attaches anti-dumping or countervailing registration, with additional code 8C10 for the goods concerned. Ask your customs broker to confirm the registration requirement and applicable exclusion declaration.

Send the broker drawings, photographs, actuation details and an explanation of how the platform bridges the vehicle and loading bay. Confirm the commodity code before ordering. The illustrative order values are not a quotation.

Specify the pit, lip and crossing load

Agree pit dimensions, frame fixing details, deck width and length, vehicle floor-height range and lip overlap. Choose hinged or telescopic lip operation and hydraulic, mechanical or air actuation. Describe the loaded forklift or pallet truck crossing the deck, including wheel contact and loading pattern, rather than specifying cargo weight alone.

Specify the deck finish, side protection, maintenance support, hydraulic hoses, power supply and control layout. Agree how safe stopping and isolation will be demonstrated. For supply in Great Britain, confirm the applicable technical file arrangements, declaration of conformity, CE or UKCA marking and English instruction requirements with the relevant authority before relying on the site's machinery guidance.

Agree an acceptance test using the intended crossing equipment and load, with a safe procedure prepared by the installation team. HSE says people using dock levellers should be competent to do so safely. Include installation drawings, commissioning responsibilities and spare seals, hoses and control components in the purchase specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: one hydraulic vehicle loading dock leveller under 8428 90 90 80, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure the delivered frame, deck and lip against the approved pit drawing; check fixing positions and transport distortion.

Movement: have the installation team demonstrate deck travel, lip extension and return, control operation and the agreed stopping behaviour.

Structure: inspect welds, hinge pins, deck grip, side protection and maintenance support; check hydraulic connections for leakage.

Documents: match the nameplate and declaration to the delivered model, and check the English instructions, wiring diagram and packing list. Arrange inspection before shipment.

What goes wrong

A pit drawing agreed too late can leave the frame incompatible with the building. A lip that reaches an empty trailer may lose adequate overlap as the trailer moves under loading. Check the whole operating range and the intended vehicles before accepting the design.

Other rejection points include leaking hose connections, binding hinge pins, slippery deck coatings and controls that differ from the approved sample. Generic paperwork can also omit the delivered configuration. Put measurable acceptance criteria and a defect correction process in the order.

Frequently asked questions

What is the UK import duty on dock levellers from China?

The candidate line 8428 90 90 80 carries 0% ordinary duty. Its tariff record also flags the boom-lift remedy and registration; confirm scope and the exclusion declaration with your broker.

Do dock levellers pay the boom-lift anti-dumping duty?

The notice excludes goods outside its boom-lift description. A dock leveller should be assessed against that description; sharing a commodity code does not establish that the remedy applies.

Is a CE certificate enough to buy a dock leveller?

Ask for the declaration of conformity matching the delivered configuration, English instructions and technical file arrangements, together with the correct marking.

What should I send a Chinese dock leveller factory?

Send the pit drawing, vehicle floor-height range, required lip overlap and details of the loaded crossing equipment. Agree actuation, controls, installation responsibilities and acceptance testing.
