UK import duty on escalators

Heading 8428 covers lifting and handling machinery. Escalators fall within 8428 40 00 00, which also covers moving walkways. The table shows escalator configurations sharing this single commodity line. See our machinery guide for the wider heading.

Read from the UK Trade Tariff on 29 September 2026, the escalator line carries 0% ordinary duty for goods from China. The supplied record lists no anti-dumping or countervailing duty, suspension or attached import control for this line.

Confirm the commodity code against the equipment actually supplied, particularly if the shipment contains separate components rather than a complete escalator.

Specify the escalator and its building interfaces

Agree the vertical rise, inclination, step width, speed, operating pattern and indoor or outdoor location. Obtain approved drawings showing the truss, support points, landing openings, pit, headroom and maintenance access. Have the UK installer check these against the building before approving production.

Specify the power supply, drive and controller, balustrades, handrails, comb plates, drainage where relevant, emergency stops and protective devices. Name critical components and agree spare parts, installation, commissioning and maintenance support in writing.

For supply in Great Britain, machinery must meet the applicable essential safety requirements, have a declaration of conformity, and carry the relevant conformity marking. Confirm technical-file arrangements, whether UKCA or CE marking is appropriate, and English-language instruction requirements with the relevant authority. Request documentation matching the actual configuration.

Worked duty example

Illustrative example, not a quote: One indoor escalator for commercial premises; illustrative order only under 8428 40 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: compare the actual truss, supports and landing interfaces with the approved drawings before shipment.

Operation: have a competent engineer witness running, handrail movement, braking, emergency stops and protective-device tests against the agreed acceptance procedure.

Documents: match the nameplate, declaration, electrical drawings and English instructions to the equipment being shipped.

Arrival: check packing damage, corrosion, glass, steps, comb plates, handrails and loose accessories before installation. Record discrepancies with photographs.

What goes wrong

A truss that does not match the building opening, inaccessible maintenance points, substituted controls or damaged balustrades can turn delivery into a rebuilding exercise. Agree who measures the site, approves drawings, unloads the equipment and resolves installation discrepancies.

Do not treat factory running as site acceptance. Arrange commissioning and a maintenance plan with the UK installer. HSE states that escalators are outside LOLER and are covered by the workplace safety regulations. Avoid specifying a passenger-lift inspection regime without checking the escalator requirements.

Frequently asked questions

What is the UK import duty on escalators from China?

The supplied tariff record gives 0% ordinary duty under 8428 40 00 00, with no anti-dumping or countervailing duty listed for that line.

Is a CE certificate enough to import an escalator?

A generic certificate is insufficient. Check the declaration of conformity, appropriate marking, English instructions and technical-file arrangements for the actual escalator.

What measurements should I give an escalator factory?

Provide the rise, inclination, step width and approved building drawings showing openings, supports, pit, headroom and maintenance access. Ask your installer to approve the interfaces.

Does LOLER apply to escalators?

HSE says LOLER does not apply to escalators. They are covered by the workplace safety regulations. Agree the inspection and maintenance arrangements with a competent specialist.
