Sourcing stairlifts from China

Ordinary UK duty is 0% across heading 8428. Stairlifts must meet machinery safety requirements before supply in Great Britain; check conformity evidence, English instructions and installation arrangements. Boom-lift measures on shared codes are not automatically stairlift duties. Cambridge China Bridge sources stairlifts.

A stair lift for people with mobility difficulties.

UK import duty on stairlifts

Read from the UK Trade Tariff on 29 September 2026, heading 8428 covers lifting and handling machinery. The supplied tariff data gives 0% ordinary duty for goods from China throughout the heading. The table repeats the electrically operated lift line for commercial stairlift variants, rather than implying separate tariff subheadings. Each proposed classification needs confirmation. See goods lifts for the wider lift category. For moving walkway sourcing, see our moving walkways guide.

The electrically operated lift line carries a residual provisional anti-dumping measure of 71.74% and an anti-dumping or countervailing registration control referring to additional code 8C10. No suspension or separate countervailing duty is recorded. The official provisional-duty notice excludes goods outside its boom-lift description and requires the relevant additional code to claim exclusion. Ask your customs broker to confirm the stairlift's exclusion and the registration declaration requirements.

Give your broker the drive arrangement, rail drawings, intended use and supplied components before confirming the commodity code. Do not classify a stairlift solely from its sales name. The worked order is illustrative, with ordinary duty assumed to apply and the boom-lift measure excluded; it is not a supplier quotation.

Specify the rail and installation together

Agree whether the stairlift carries a seated user or a wheelchair, whether the rail is straight or curved, and whether it is for indoor or outdoor use. Supply a surveyed stair drawing showing bends, landings, obstructions, fixing positions and the intended parking point. Specify rated load, seat orientation, swivel operation, folded clearance and charging arrangement.

HSE identifies stairlifts as machinery covered by the machinery safety rules; those over 3 m vertical distance normally require third-party conformity assessment. Before supply in Great Britain, verify the applicable safety requirements, technical-file arrangements, conformity assessment, declaration and marking. Confirm the applicable English-instruction requirements with the relevant product safety authority. Agree who checks the survey, installs and commissions the complete system, trains the user and supplies replacement safety components.

Worked duty example

Illustrative example, not a quote: Illustrative order of straight-rail stairlifts for an installation business; classification and trade-remedy exclusion assumed confirmed under 8428 10 20 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This example assumes the standard rate. Certain mobility aids installed in the home of a person aged 60 or over take the reduced rate under HMRC's VAT Notice 701/7; other supplies are standard-rated.

Inspection checklist

Rail and fixings: compare rail sections, joints, brackets and landing clearances with the approved survey; inspect arrival damage before assembly.

Safety controls: have the installer test stopping, obstruction detection, travel limits and the swivel interlock against the agreed acceptance procedure.

Drive and charging: check smooth travel, braking, charging at the intended parking points and the documented recovery procedure after power loss.

Documents and identity: match the model and serial identification to the declaration, instructions and test records; include these checks in the inspection plan.

What goes wrong

A rail ordered from an incomplete survey can leave the seat obstructing a doorway or unable to park clear of the landing. A demonstration of the carriage alone does not show that the supplied rail, brackets and controls work together. Agree acceptance of the complete installation before ordering.

Unmatched conformity documents, untranslated instructions and proprietary replacement boards can delay installation and support. Require evidence for the actual supplied configuration and agree a spare-parts list with your installer before shipment.

Frequently asked questions

What is the UK import duty on stairlifts from China?

Ordinary duty is 0% under heading 8428. Shared codes carry boom-lift measures, including a 71.74% residual provisional rate; confirm that your stairlift falls outside their scope and declare the exclusion correctly.

Can a stairlift supplier self-certify every model?

No blanket assumption is safe. HSE says stairlifts over 3 m vertical distance normally require third-party conformity assessment. Confirm the assessment route for the actual installation.

What measurements should I send the factory?

Send an installer-approved survey covering the stair route, bends, landings, obstructions, fixing positions and parking point, together with the user's seating or wheelchair requirements.

What documents should arrive with a stairlift?

Require the declaration of conformity and English instructions, with identification matching the supplied machine. Verify technical-file arrangements and any third-party conformity evidence before shipment.
