Sourcing shuttering plywood from China

Film-faced shuttering plywood from China carries UK duty from 0% under a qualifying suspension to 10%, depending on its construction and outer wood plies. Duty depends on the wood beneath the film

Heading 4412 covers plywood, veneered panels and similar laminated wood. This guide covers film-faced plywood bought as concrete shuttering. Record the outer veneer species beneath the film, the core species and the ply construction. The selected plywood lines concern sheets whose individual wood plies do not exceed 6 mm. Read from the UK Trade Tariff on 4 October 2026, the selected birch, poplar and coniferous lines carry 6% duty from China; the selected tropical line carries 10%. The eucalyptus line has a conditional 0% suspension, excluding mixtures, preparations or products comprising different components containing the specified products. No anti-dumping or countervailing duty appears on these selected lines. The tropical and coniferous rows have CITES import controls: listed species require permits; confirm applicability and the documents needed for your China shipment with your customs broker.

Confirm the commodity code from the actual veneer construction before ordering. Do not assume the film colour or the description 'shuttering board' settles classification or suspension eligibility. Import VAT is normally 20%; see UK import duty and VAT for the calculation.

Specify the core, bond and concrete-contact film

Specify sheet dimensions, thickness tolerance, veneer species throughout, core construction, bonding performance, film material and finish, edge sealing and acceptable surface defects. Agree a sample and a trial with the intended concrete and release agent. Define how the panels will be supported, cut, cleaned and reused rather than accepting an unsupported reuse claim.

Confirm with the relevant authority the timber due-diligence obligations and restrictions on illegally harvested timber that apply to the GB business first placing plywood on the market. Obtain species, harvest country and legality evidence for every veneer layer before ordering. A Chinese manufacturing address does not establish where the wood was harvested.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 cubic metres of film-faced poplar shuttering plywood under 4412 33 20 10, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 6% is £1,530. Import VAT at 20% is charged on the customs value plus duty, £27,030, so it is £5,406. Import taxes total £6,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,530 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Core: cut samples from different packs and check veneer construction, voids, overlaps and species against the agreed specification.

Bond: have sample panels tested for the agreed bonding class after the appropriate pre-treatment; compare results with the factory's declared performance.

Film and edges: check adhesion, blisters, scratches, exposed veneer and continuous edge sealing; compare the concrete-contact finish with the approved sample.

Dimensions and moisture: measure thickness across sheets, check squareness and flatness, and record moisture at loading and arrival. Arrange quality inspection around these checks.

What goes wrong

A smooth dark film can conceal patched veneers, core gaps and weak bonds. Cut edges expose these defects; damaged seals let moisture reach the core. Panels may swell, delaminate or leave an uneven concrete finish despite looking acceptable in factory photographs.

Keep arrival photographs and samples linked to pack identification. Separate damaged or suspect packs and investigate before site use. Missing harvest records are also a purchasing failure: collect the timber file before shipment, rather than treating a satisfactory surface inspection as evidence of timber legality.
