Sourcing fire-retardant plywood from China
Fire-retardant plywood from China carries UK duty from 0% under a qualifying suspension to 10%, depending on its veneer construction. Confirm the applicable GB timber due diligence requirements with the relevant authority. Specify the treated panel and match its fire-performance evidence to the intended installation. Cambridge China Bridge sources fire-retardant plywood.

Duty follows the veneer construction
Heading 4412 covers plywood, veneered panels and similar laminated wood. This guide covers fire-retardant plywood; see the wider plywood guide for other panels. The selected lines cover plywood whose individual wood plies do not exceed 6 mm. Read from the UK Trade Tariff on 30 September 2026, the selected birch, poplar, eucalyptus and coniferous lines carry standard duty of 6% from China; the selected tropical line carries 10%.
The selected eucalyptus line has a conditional 0% suspension. Its footnote excludes mixtures, preparations or products made up of different components containing the specified products. Ask your customs broker to confirm eligibility for the treated board. No anti-dumping or countervailing duty appears on these selected lines. The tropical and coniferous lines attach CITES import and export controls. Listed species require permits; confirm applicability and the documents needed for your China shipment with your broker.
Confirm the commodity code using the outer veneer species, core construction, individual ply thickness and treatment details. Do not choose a code solely from the description 'fire-retardant plywood'. Import VAT is normally 20%; see UK import duty and VAT for the calculation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Fire-retardant plywood with a birch outer ply, of wood other than okoumé | 4412 33 10 82 | 6% | None |
| Fire-retardant poplar or aspen-faced plywood, without birch or okoumé | 4412 33 20 10 | 6% | None |
| Fire-retardant eucalyptus-faced plywood, without birch, poplar, aspen or okoumé | 4412 33 30 10 | 6% | None |
| Fire-retardant plywood with a specified tropical outer ply, other than okoumé | 4412 31 10 80 | 10% | None |
| Fire-retardant plywood with both outer plies of coniferous wood, other | 4412 39 00 90 | 6% | None |
Specify the treated panel and its installation
Specify face and core species, sheet dimensions, thickness tolerance, bonding class, moisture acceptance criteria and surface finish. Describe whether the treatment is applied to veneers, the completed panel or its surface. Request the treatment formulation, process records and batch identification. Obtain the fire classification and underlying test reports for the supplied panel, and compare the tested thickness, finish, substrate, joints, fixings and orientation with the proposed installation.
For construction use, request the performance declaration against EN 13986 and supporting reports, including formaldehyde and bonding performance. CE marking remains available for construction products placed on the Great Britain market. England's official fire guidance advises designers to agree the design intent and necessary evidence with building control before work starts. Confirm the applicable GB timber due diligence and harvest-legality evidence requirements with the relevant authority; collect species, harvest country and supporting records for every veneer layer before ordering.
Worked duty example
Illustrative example, not a quote: Illustrative order: 50 cubic metres of fire-retardant poplar-faced plywood under 4412 33 20 10, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 6% is £1,530. Import VAT at 20% is charged on the customs value plus duty, £27,030, so it is £5,406. Import taxes total £6,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,530 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match pack labels, panel identification and treatment batches to the order, performance declaration and fire reports. Keep retained samples traceable to the delivered packs.
Treatment: compare production records with the agreed treatment process; check coating coverage where applicable and investigate untreated patches, peeling or inconsistent appearance.
Core and bond: cut sample panels to check veneer species, voids and overlaps; test the agreed bonding performance on treated production panels through testing and certification.
Arrival condition: measure thickness and flatness, record moisture and check for swollen edges, delamination and damaged wrapping. Photograph suspect packs before cutting or installation.

What goes wrong
A factory may supply a fire report for a different thickness, veneer construction, treatment or finish. A coloured surface or a brief flame demonstration does not establish that the delivered panel matches the reported product. Ask for evidence covering the actual board and proposed installation before accepting substitutions or applying an additional decorative finish.
Treatment records can become detached from panel batches, leaving the buyer unable to identify which packs were processed. Boards can also arrive wet, warped or delaminated. Separate suspect packs, retain labelled samples and investigate with the supplier and testing laboratory before use. A satisfactory appearance check does not replace the timber-legality file.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on fire-retardant plywood from China?
The selected plywood lines carry standard duty of 6% or 10%. The selected eucalyptus line has a conditional 0% suspension. No anti-dumping or countervailing duty appears on these lines.
What fire test documents should I ask the factory for?
Request the classification and underlying reports for the actual treated panel. Match thickness, veneer construction, treatment, finish and installation details. For construction use, also request the performance declaration.
Can I accept CE-marked fire-retardant plywood in Great Britain?
CE marking remains available for construction products on the Great Britain market. Check the supporting performance documents and whether the supplied panel and intended use match them.
Does fire-retardant plywood need timber due diligence?
Ask the relevant authority to confirm the timber due diligence obligations of the business first placing plywood on the GB market. Obtain species, harvest country and legality evidence for every veneer layer, including the core.
