Sourcing balsa plywood panels from China
Balsa plywood panels on the selected lines carry 6% standard UK duty from China, with a conditional suspension to 0% on the other tropical-faced line. Confirm the outer veneers and construction, and ask the relevant authority what timber legality due diligence is required before first placing plywood on the GB market. Cambridge China Bridge sources balsa plywood panels.

The faces and construction decide the duty
Heading 4412 covers plywood, veneered panels and similar laminated wood. Specify whether the panel uses balsa veneers throughout or a balsa core beneath another species. The selected rows concern plywood made solely from wood sheets, each ply not exceeding 6 mm. Treat them as classification candidates for the stated constructions. See the wider plywood guide for other panel families.
Read from the UK Trade Tariff on 30 September 2026, these selected lines carry 6% standard duty from China and no recorded anti-dumping or countervailing duty. Code 4412 31 90 00 has a conditional 0% suspension for plywood between 4 mm and 25 mm thick and between 720 kg/m³ and 740 kg/m³ in density. Its footnote excludes mixtures, preparations and products made up of different components containing the specified products. Do not assume a lightweight balsa panel qualifies.
The tariff attaches CITES import and export controls to 4412 31 90 00 and 4412 34 00 10. Listed species need applicable CITES documents; ask your customs broker to confirm the species listing and documents for the China shipment. Confirm the commodity code from the actual face species and construction. Import VAT is normally 20%; see UK import duty and VAT.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Balsa-faced plywood, other tropical outer ply category | 4412 31 90 00 | 6% | None |
| Birch-faced balsa-core plywood, of wood other than okoumé | 4412 33 10 82 | 6% | None |
| Poplar-faced balsa-core plywood, no birch outer ply, other than okoumé | 4412 33 20 10 | 6% | None |
| Balsa-core plywood with other qualifying hardwood faces, other than okoumé | 4412 34 00 10 | 6% | None |
Specify the balsa layers and finished panel weight
Write down the face, back and core species, veneer arrangement, grain direction, sheet dimensions, thickness tolerance and acceptable core defects. Distinguish veneer plywood from a panel with a block or strip core. Agree density and finished panel weight against an approved sample, together with bonding performance, surface finish and the intended indoor or moisture exposure.
Businesses trading in timber products must take steps to ensure that they originate from legal sources. Ask the relevant authority to confirm the timber legality due diligence obligations of the GB business first placing this plywood on the market. Obtain species, harvest country and legality evidence for every wood layer before ordering. Manufacturing in China does not establish where the balsa or facing veneers were harvested.
Trial cutting, sanding and the intended adhesive or finish on the approved panel. For furniture parts, trial the intended fixings and edge treatment. Agree how packs will protect the faces and corners from crushing, and record moisture before dispatch.
Worked duty example
Illustrative example, not a quote: Illustrative order: 50 cubic metres of poplar-faced balsa-core plywood under 4412 33 20 10, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 6% is £1,530. Import VAT at 20% is charged on the customs value plus duty, £27,030, so it is £5,406. Import taxes total £6,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,530 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Construction: cut sample panels from different packs and compare the face veneers, balsa layers, grain direction, core gaps and overlaps with the approved cross-section.
Density and dimensions: measure sample weight and volume, thickness across the sheet, squareness and flatness against the agreed specification.
Bond and machining: check cut edges for separation and test the agreed bonding performance; trial cutting and fixing to identify torn veneers or crushed core material.
Arrival condition: inspect packaging, dents, compressed corners, wet edges and mould; record moisture and retain pack identification during quality inspection.

What goes wrong
A panel described as balsa plywood may contain different core species or a different construction from the sample. Extra adhesive, substituted veneers or inconsistent balsa can change panel weight and machining behaviour. Thin faces may conceal gaps or weak bonds, while unsupported fixing points can crush during assembly.
Wet packs can arrive warped or mouldy, and tight straps can damage corners. Compare arrival samples with the approved cross-section and weight, retain photographs linked to pack identification, and investigate suspect stock before use. Missing harvest records should be resolved before shipment.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on balsa plywood from China?
The selected lines carry 6% standard duty. Code 4412 31 90 00 has a conditional 0% suspension tied to thickness, density and exclusions. No anti-dumping or countervailing duty is recorded on these lines.
Does a balsa core decide the commodity code?
The outer veneer species and panel construction matter. Record the faces and core separately, and confirm the code for the actual panel rather than relying on the description balsa plywood.
What timber documents should I request?
Request species, harvest country and legality evidence for every wood layer. Ask the relevant authority to confirm the timber legality due diligence obligations of the business first placing plywood on the GB market.
How do I check that the panels match my sample?
Compare cut cross-sections, density, panel weight, thickness and flatness. Trial cutting and fixing, check bonding performance, and inspect arrival packs for crushing and moisture damage.
