Sourcing trailer plywood from China

Phenolic-faced plywood trailer flooring from China normally carries 6% UK duty on the selected lines; qualifying eucalyptus-faced plywood has a conditional 0% suspension. The GB importer must carry out timber legality due diligence before placing it on the market. Cambridge China Bridge sources phenolic-faced plywood trailer flooring.

UK duty on phenolic-faced trailer plywood

Heading 4412 covers plywood, veneered panels and similar laminated wood. For phenolic-faced trailer flooring, identify the underlying outer veneer species and the panel construction rather than relying on the film colour or the description 'trailer board'. The selected lines concern plywood made solely of wood sheets, each ply not exceeding 6 mm. See the wider plywood guide.

Read from the UK Trade Tariff on 30 September 2026, the selected lines carried 6% standard duty for China, with no anti-dumping or countervailing measures recorded. The eucalyptus line has a conditional 0.00 % suspension: its footnote excludes mixtures, preparations or products made up of different components containing these products. Ask your broker whether the coated panel qualifies. No import controls are attached to the selected lines; other lines within this heading carry CITES controls.

Confirm the commodity code using the veneer schedule, individual ply thicknesses, coating description and dispatch route. Where a CITES control appears, confirm the species and documentation with your broker. For a CITES-listed specimen moving from China into Great Britain, apply for the relevant permit and contact China's management authority for the corresponding export documentation.

Specify the trailer floor, not just the film

Specify the face and core species, finished thickness and tolerance, sheet dimensions, cut-outs, fixing holes, edge profile and coating on each face. Agree the textured walking surface, smooth underside and sealing of factory-cut edges and holes. Give the supplier the trailer support spacing, intended loads and exposure to rain, mud and cleaning chemicals.

Ask for bond-test evidence and load-test results relevant to the proposed floor installation. Agree how to assess grip when wet and after abrasion, using production samples. Film appearance alone does not demonstrate strength, bond durability or grip. Use testing and certification support to define the test brief.

The business first placing this timber product on the GB market must apply timber legality due diligence. Obtain the species and country of harvest for every veneer layer, supporting legality documents and the supply-chain records needed to assess risk before ordering.

Worked duty example

Illustrative example, not a quote: 50 cubic metres of phenolic-faced poplar plywood for trailer floors, illustrative only under 4412 33 20 10, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 6% is £1,530. Import VAT at 20% is charged on the customs value plus duty, £27,030, so it is £5,406. Import taxes total £6,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,530 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Core and dimensions: cut sample panels to inspect voids, overlaps and veneer construction; measure thickness across the sheet and check machining against the trailer drawing.

Film and grip: compare the surface texture with the approved sample; check bare patches, peeling, scratches and agreed wet-grip and abrasion results.

Bond and sealing: review bond-test results and inspect cut edges, holes and corners for continuous sealing, chips and exposed veneers.

Arrival condition: check flatness, moisture, mould, swollen edges and pack damage before fitting. Match pack identification to the order and timber records through quality inspection.

What goes wrong

A birch face can conceal a different core; large voids can leave weak areas around fixings. A textured film can wear smooth, and poorly sealed cuts can admit water and swell. Check representative production panels rather than accepting a surface photograph as evidence.

A board may pass a standalone test yet perform poorly with the buyer's support spacing or concentrated loads. Agree acceptance against the intended installation. Keep damaged or delaminating panels out of the fitting batch while the supplier investigates, and record defects before cutting or installing the stock.

Frequently asked questions

What is the UK import duty on phenolic-faced trailer plywood from China?

The selected lines carry 6% standard duty. Qualifying eucalyptus-faced plywood has a conditional 0.00 % suspension. No anti-dumping or countervailing measures are recorded in the supplied tariff snapshot.

Does the phenolic film decide the commodity code?

Do not classify from the film colour or sales name alone. Supply the veneer species, construction, ply thicknesses and coating details so your broker can confirm the code.

Do I need timber legality documents?

Yes. The business first placing the plywood on the GB market must apply timber legality due diligence. Collect species, harvest origin and supporting legality evidence for the face and core veneers.

How do I check that trailer plywood is suitable?

Agree the support spacing, loads and exposure conditions. Check core quality, bond durability, wet grip, abrasion, machining and edge sealing against production samples and the intended installation.
