Sourcing unprepared wheat straw from China

Unprepared wheat straw from China carries 0% UK tariff duty across the relevant lines, but cannot be imported into Great Britain under the published authorised-origin rules: China is not listed. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty does not establish import eligibility

Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, whether chopped, ground, pressed or pelleted. The wheat-straw lines for combustion and other uses both carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension.

The tariff attaches an import prohibition to both straw lines. APHA's published origin rules and linked general authorisation exclude China, so unprepared Chinese wheat straw cannot be imported into Great Britain under those rules. The record also flags organic-product and waste import controls, plus waste export controls. Confirm their application with your customs broker; organic certificates or waste paperwork do not establish an authorised straw origin.

Confirm the intended use and form through finding your commodity code. Combustion and other uses have separate codes, while bales, chopped straw and pellets can share a code. For the wider heading, see unprepared barley straw.

Specify wheat identity, form and intended use

Resolve import eligibility before commissioning production or booking transport. For a specification review, identify wheat straw rather than barley or rice straw, the actual country of origin, and whether the material is baled, chopped, ground or pelleted. Record any binders, treatments or other added material instead of accepting a general description of straw.

Agree moisture, stem length, dust and foreign-matter tolerances with the intended user. For bedding, assess absorbency and dust; for combustion, ask for ash and fuel-performance results relevant to the buyer's equipment. Match samples to identified production lots. These are purchasing checks, not a route around the origin restriction.

Worked duty example

Illustrative example, not a quote: Illustrative only: 20 tonnes of baled wheat straw; a calculation example, not an authorised import proposal under 1213 00 00 19, invoiced at £2,500 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,000, so it is £1,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare the straw with the agreed wheat sample and check for other cereal stems, husks and weeds.

Condition: examine opened bales or bags for damp cores, mould, musty odour, excessive dust and insects.

Contamination: check for soil, stones, metal, plastic and loose binding material.

Traceability: match lot references, origin declarations and packing descriptions. Use quality inspection explained to prepare the inspection brief; inspect arrivals only where an import is authorised.

What goes wrong

The first failure is placing an order because the tariff shows zero duty. China's absence from the authorised origins prevents the proposed Great Britain import under the published rules. Ask APHA about eligibility before paying a supplier; do not treat a different shipping route as evidence of a different origin.

Quality failures include dry outer straw concealing damp bale cores, mixed cereal material, excessive fines and contamination caught in compressed packs. Keep the agreed sample, lot photographs and inspection findings together so a rejected specification can be traced to the supplied batch.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on wheat straw from China?

The supplied tariff record shows 0% on both relevant straw lines, with no anti-dumping or countervailing duty. This does not override the import prohibition.

Can I import Chinese wheat straw into Great Britain?

No, under the published authorised-origin rules. China is absent from the linked general authorisation. Check eligibility with APHA before placing an order.

Does making wheat straw into pellets change the position?

Heading 1213 expressly includes unprepared straw in pellet form. Do not assume pelleting makes Chinese straw eligible for import.

What if the supplier calls the straw organic or waste?

Neither description establishes an authorised origin. Organic inspection certificates are issued by the exporter's control body; notified waste imports require the exporter to apply for consent in the dispatch country.
