Sourcing unprepared rye straw from China
Unprepared rye straw has a listed UK duty of 0% from China, with no trade remedy. China is absent from the current hay-and-straw authorisation, so ordinary imports into Great Britain are not authorised. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty, but import eligibility comes first
Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted forms. The straw lines distinguish material intended for combustion from other straw. Both carry 0% duty for goods from China, with no anti-dumping or countervailing measure and no suspension listed. The table separates physical forms sharing these codes.
The tariff attaches an import prohibition to both straw lines. China is absent from the current hay-and-straw authorisation’s approved origins: ordinary Chinese-origin rye straw cannot be imported into Great Britain under that route. Ask APHA about eligibility before ordering. For eligible consignments, official guidance requires entry through an approved border control post. A clean inspection result does not establish import permission.
The tariff also attaches organic import controls and waste import and export controls. Organic inspection certificates are issued by the exporter’s control body. For waste imports into England under notification controls, the exporter applies to the dispatch country’s competent authority for consent. Confirm the application of these controls with your customs broker, alongside the commodity code. For the wider heading, see unprepared wheat straw.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Unprepared rye straw, baled, other than for combustion | 1213 00 00 19 | 0% | None |
| Unprepared rye straw, pressed, intended for combustion | 1213 00 00 11 | 0% | None |
Specify rye identity, stem condition and packing
Resolve import eligibility before developing an order. In any subsequent specification, identify rye straw rather than ryegrass hay or mixed cereal straw. State the growing origin, intended use, whole-stem or chopped form, acceptable stem breakage, dust, foreign material and moisture. Agree how samples will be drawn and assessed.
For whole stems, compare straightness, usable length and brittleness against a retained sample. For chopped material, agree the cut distribution and fines. Specify bale dimensions, net weight, compression, binding and protection from moisture. Ask the supplier to disclose drying, fumigation and other treatments rather than accepting an undefined claim of sterilisation.
Worked duty example
Illustrative example, not a quote: Illustrative arithmetic only: 500 kg of baled rye straw; this is not an authorised China-to-Great-Britain shipment under 1213 00 00 19, invoiced at £900 free on board, with £900 of freight and insurance to the UK. The customs value is £1,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,800, so it is £360. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare stems with the approved rye sample and check for mixed cereals, grass, husks and excessive grain.
Condition: open bales and inspect their centres for dampness, mould, musty odour and uneven drying; measure moisture against the agreed specification.
Cleanliness: check drawn samples for soil, stones, insects, droppings, plastic, binding fragments and excessive dust.
Packing and traceability: check bale integrity, net weight and batch identification against the packing list and supplier records. Use the same checks on arrival for any shipment whose import eligibility has been established.

What goes wrong
The first failure is ordering because the duty is zero without resolving the import prohibition. China is not an approved origin under the current hay-and-straw authorisation. Do not treat a supplier’s treatment certificate or customs-code suggestion as evidence that the shipment is authorised.
Quality failures include mixed cereal straw sold as rye, brittle stems, excessive fines and tightly compressed bales with damp centres. An attractive outer layer can conceal poor material inside. Agree representative sampling and record opened-bale photographs against each batch rather than judging the order from surface photographs.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on rye straw from China?
The relevant straw lines carry 0% duty, with no trade remedy or suspension listed in the supplied tariff snapshot. Both also carry an import prohibition, so zero duty does not establish import eligibility.
Can I import unprepared rye straw from China into Great Britain?
Ordinary imports are not authorised under the current hay-and-straw authorisation because China is absent from its approved origins. Ask APHA about the exact product and use before placing an order.
What should a rye straw specification include?
Specify rye identity, growing origin, intended use, stem or chopped form, moisture, dust, foreign material, bale size, net weight and packing. Agree sampling and compare the material with a retained sample.
How do I check rye straw bales for mould?
Open representative bales and inspect their centres as well as their surfaces. Check moisture, discolouration, visible mould and musty odour. Record findings against the batch and agreed specification.
