Sourcing unprepared rice straw from China
Unprepared rice straw has 0% UK duty from China, but cannot be imported into Great Britain under the current country authorisations: China is not an approved straw origin. Zero duty does not override that restriction. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty, with an import prohibition
Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted material. Rice straw intended for combustion falls under 1213 00 00 11; other rice straw falls under 1213 00 00 19. Both carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension listed.
Both straw lines attach an import prohibition. APHA guidance limits straw imports to eligible origins, and China is absent from the current third-country authorisation. Unprepared rice straw from China therefore cannot be imported into Great Britain under those arrangements. The tariff also attaches organic import controls and waste import and export controls. Ask your customs broker to confirm their application to the proposed goods; these controls do not provide an alternative permission to import.
Confirm the intended use and physical form through finding your commodity code. The table repeats the relevant straw codes for different forms; it does not show separate rice-specific tariff lines. For the wider product family, see cereal straw and husks.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Unprepared rice straw intended for combustion | 1213 00 00 11 | 0% | None |
| Unprepared rice straw for other uses | 1213 00 00 19 | 0% | None |
Specify rice straw before discussing supply
Establish import eligibility before paying a deposit or arranging shipment. Prepare a specification identifying rice stalks rather than rice husks, the harvest origin, intended use, whole or chopped form, cutting consistency, moisture acceptance criteria and permitted foreign matter. Record whether the supplier has added binders or applied any treatment.
For an eligible supply route, agree bale dimensions, net mass, compression, wrapping and batch identification. For combustion trials, ask the receiving operator to specify the ash and fuel characteristics it needs. Do not treat a supplier's fumigation statement as proof of import eligibility.
Worked duty example
Illustrative example, not a quote: Illustrative only: 500 kg of unprepared rice straw; a duty calculation, not a legally importable order from China under 1213 00 00 19, invoiced at £900 free on board, with £500 of freight and insurance to the UK. The customs value is £1,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,400, so it is £280. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare opened samples with the agreed rice-stalk description and check for substituted cereal straw or excessive husks.
Condition: examine the bale interior for damp patches, mould, musty odour and uneven drying; measure moisture against the agreed specification.
Contamination: check for soil, stones, metal, plastic, insects and unwanted plant material.
Packing: check net mass, bale integrity, wrapping damage and batch references against the packing list for an eligible shipment.

What goes wrong
The main purchasing mistake is treating a zero-duty tariff line as permission to ship Chinese rice straw. China is outside the current approved origins. Obtain an import-eligibility decision before ordering; a quality inspection cannot resolve that restriction.
Quality failures to check include damp bale centres, excessive dust, inconsistent chopping and foreign material hidden by compression. If material is classified as waste and notification controls apply to an import into England, the exporter must seek consent through the dispatch-country authority, and shipment must wait for the relevant authorities' consent. Confirm waste status before discussing a route.

Frequently asked questions
What is the UK import duty on unprepared rice straw from China?
The supplied tariff snapshot lists 0% on both relevant straw codes, with no anti-dumping or countervailing duty. An import prohibition is also attached.
Can I import unprepared rice straw from China into Great Britain?
No, under the current country authorisations. China is not an approved straw origin. Check eligibility with APHA before placing an order.
Does chopping or pelleting rice straw make it importable?
Do not assume so. The heading includes chopped and pelleted straw, and China remains outside the current approved origins.
What should I check in a rice straw sample?
Check stalk identity, moisture, bale interiors, mould, dust, cutting consistency and foreign matter. Agree acceptance criteria before evaluating an eligible supply.
