Sourcing unprepared sorghum straw from China
The supplied tariff lines carry 0% duty, but this does not permit importation. China is absent from the current hay and straw authorisation, so ordinary imports of unprepared sorghum straw from China into Great Britain are not authorised. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty does not mean permission to import
Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted material. The supplied Chinese-origin lines carry 0% duty, with no anti-dumping or countervailing measure or suspension recorded. The table distinguishes combustion from other uses; repeated codes describe different physical forms.
The straw lines carry an import prohibition. APHA guidance directs non-European origins to the hay and straw authorisation. China is absent from its approved-origin list: ordinary commercial imports of Chinese unprepared sorghum straw into Great Britain are therefore not authorised. Do not place an order on the assumption that a zero duty rate permits shipment.
The tariff also attaches organic import controls and waste import and export controls. Confirm their application with your customs broker and APHA before ordering. For waste imports into England under notification controls, the exporter applies to the dispatch country's competent authority for consent. Confirm the commodity code and see the wider cereal straw and husks guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Unprepared sorghum straw, baled, intended for combustion | 1213 00 00 11 | 0% | None |
| Unprepared sorghum straw, whole, other uses | 1213 00 00 19 | 0% | None |
Specify the sorghum stalk and intended use
Prepare a specification only after resolving import eligibility. Identify sorghum stalk residue explicitly, rather than relying on a supplier's description of agricultural biomass. State whether the material is whole, chopped, baled or pelleted, and whether the proposed use is combustion or another application.
Agree stalk length, moisture acceptance, dust, soil, leaf content, residual grain and foreign material against an approved sample. For combustion trials, ask the receiving operator to define acceptable ash characteristics and handling behaviour. Record any treatment, additives and mixing with other crop residues.
Worked duty example
Illustrative example, not a quote: Illustrative arithmetic only: 20 tonnes of sorghum straw for combustion, not an authorised China-to-GB shipment under 1213 00 00 11, invoiced at £36,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £38,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,500, so it is £7,700. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare stalk structure and crop composition with the approved sample; look for mixed cereal straw, excess leaves and residual grain.
Condition: open bales and examine their centres for dampness, mould, discolouration and unusual odours; measure moisture against the agreed specification.
Contamination: check for soil, stones, wire, plastic ties, insects and excessive dust, including material hidden inside compressed packs.
Packing: compare bale dimensions, net weight, binding and batch identification with the packing list; photograph damage and wet patches on arrival.

What goes wrong
The first failure is ordering before checking admissibility. A supplier's export experience, organic claim or proposed combustion use does not establish that Chinese straw is authorised for entry. Ask APHA about the exact material and destination before paying a deposit.
Quality disputes arise when dry outer stalks hide damp bale centres, or when soil and mixed crop residues increase the apparent weight. Agree sampling and rejection terms before production. Treat the illustrative order solely as duty arithmetic, not as a shipment proposal.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on sorghum straw from China?
The supplied tariff snapshot shows 0% on the relevant straw lines, with no trade remedy or suspension recorded. An import prohibition also applies; zero duty does not authorise entry.
Can I import unprepared sorghum straw from China into Great Britain?
Ordinary commercial imports are not authorised: China is absent from the current hay and straw approved-origin list. Resolve eligibility with APHA before ordering.
Does using sorghum straw as fuel avoid the restriction?
Do not assume so. The supplied combustion straw line also carries an import prohibition, and China is absent from the current hay and straw authorisation.
What should I specify for sorghum straw?
Specify crop identity, intended use, physical form, stalk length, moisture, soil, dust, foreign material and packing. Compare opened bale centres with an approved sample.
