Sourcing unprepared oat straw from China

Unprepared oat straw has 0% UK tariff duty on the supplied China lines, but China is absent from the current hay and straw import authorisation. This means ordinary imports into Great Britain are not authorised. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty does not establish import permission

Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted forms. For oat straw, the supplied lines distinguish combustion use from other uses. Both carry 0% duty for goods from China, with no recorded anti-dumping or countervailing duty and no suspension.

The supplied straw lines attach an import prohibition, organic-product controls and waste import and export controls. China is absent from the current hay and straw authorisation: ordinary Chinese oat straw imports into Great Britain are not authorised. Ask APHA about the exact product and use before ordering. For organic claims, ask your customs broker to confirm the applicable inspection certificate requirement. If the straw is waste, confirm the waste shipment procedure with the broker and environmental regulator.

Confirm the intended use and physical form through finding your commodity code. The repeated codes in the table describe different oat straw forms, not separate tariff subdivisions or permitted import routes. For the wider heading, see unprepared barley straw.

Specify oat straw identity, form and use

Describe the material as oat straw and identify the crop source. Ask the supplier to distinguish straw from oat hay and mixed cereal residues. Record whether the material is baled, chopped or pelleted, and whether the proposed use is bedding, feed or combustion. Establish import permission before agreeing a purchase.

For any proposed supply, agree moisture acceptance, stem length, dust and fines, foreign material, bale dimensions, net weight and wrapping. Request representative samples and photographs showing bale interiors. For combustion, ask the receiving plant to define its acceptable ash, contamination and physical-form specification.

Worked duty example

Illustrative example, not a quote: Illustrative only: 500 kg of baled oat straw; not an authorised China import under 1213 00 00 19, invoiced at £900 free on board, with £2,500 of freight and insurance to the UK. The customs value is £3,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,400, so it is £680. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare stems and crop-source records with the agreed oat straw sample; look for mixed cereal straw, hay and weeds.

Condition: open representative bales and check internal dampness, mould, musty odour and unusual heating.

Contamination: check dust, soil, stones, plastic, metal and signs of animal fouling.

Packing: check net weight, bale integrity, wrapping and lot identification against the contract. Use the same checks on arrival for any authorised supply.

What goes wrong

The first failure is treating a zero duty rate or an available commodity code as permission to ship. The conclusion from the current authorisation is that China is not an authorised origin for ordinary oat straw imports. Resolve that issue before spending money on sampling, inspection or freight.

Quality failures include damp bale centres hidden by dry outer stems, excessive dust, mixed crops and broken wrapping. A clean sample does not establish the condition of the consignment. Compare samples drawn from the actual lot and keep inspection records tied to that lot.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on oat straw from China?

The supplied combustion and other straw lines carry 0% duty, with no recorded trade remedy or suspension. The attached import prohibition remains relevant.

Can I import unprepared oat straw from China into Great Britain?

Ordinary imports are not authorised: China is absent from the current hay and straw authorisation. Ask APHA to confirm the position for your exact product and use before ordering.

Can I sell Chinese oat straw as organic feed?

Import permission comes first. Organic feed claims also require inspection and certification; ask your control body and customs broker about the exact product and import paperwork.

What if the supplier describes oat straw as waste?

Confirm the waste classification and procedure. For imports into England under notification controls, the exporter applies for consent in the dispatch country and shipment waits for the required consents.
