Sourcing unprepared barley straw from China
The listed barley-straw codes carry 0% UK duty from China, but confirm with APHA whether unprepared barley straw from China is eligible under the current hay-and-straw country authorisation before ordering. Cambridge China Bridge checks whether a product can be imported before any order is placed.

Zero duty does not establish import permission
Read from the UK Trade Tariff on 29 September 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted forms. The barley-straw lines carry 0% duty from China, with no anti-dumping or countervailing duty and no suspension recorded. The table distinguishes product forms sharing the same straw codes.
Both straw codes attach an import prohibition, organic-product import control and waste import and export controls. Ask APHA to confirm whether these goods from China are eligible under the current hay-and-straw country authorisation. For organic consignments, the certificate of inspection is issued by the exporter’s control body. Confirm the organic control’s scope with your customs broker. Waste subject to notification cannot ship before the competent authorities consent.
Confirm the intended use and commodity code, including whether the straw is intended for combustion. Ask your customs broker to confirm the prohibition and any applicable organic or waste requirements before ordering. Classification does not resolve import permission. The cereal straw and husks guide covers the wider heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Unprepared barley straw, unchopped, not intended for combustion | 1213 00 00 19 | 0% | None |
| Unprepared barley straw intended for combustion | 1213 00 00 11 | 0% | None |
Specify barley identity and bale condition
Resolve import eligibility before requesting a commercial shipment. For a purchase intended for another destination, describe the material as barley straw rather than mixed cereal straw. Specify the intended use, whole or chopped form, agreed moisture acceptance, dust and foreign-material limits, bale dimensions, net weight and binding material.
Ask the supplier to disclose drying, chopping, pressing and any chemical treatment. Agree a representative sample and how moisture will be measured. For bedding, assess dust and sharp debris; for combustion, agree the fuel characteristics with the receiving operator. Avoid treating a photograph of clean outer stems as evidence of the bale’s interior.
Worked duty example
Illustrative example, not a quote: 20 tonnes of baled barley straw; illustrative calculation only, not an authorised import from China under 1213 00 00 19, invoiced at £2,500 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,000, so it is £1,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare stems and any remaining heads with the agreed barley sample; look for mixed cereals, weeds and soil.
Moisture: open selected bales and measure inside as well as outside; check for musty odour, mould and damp patches.
Packing: check net weight, bale dimensions, loose bindings and damaged wrapping against the order.
Contamination: look for excessive fines, insects, stones, plastic and wire; photograph findings and retain representative samples.

What goes wrong
The costly mistake is booking freight because the tariff shows zero duty. Ask the animal and plant health authority to confirm whether China is covered by the current country authorisation for hay and straw. Obtain confirmation before committing to a shipment; a supplier’s assurance is insufficient for that decision.
Quality disputes arise when mixed cereal straw is described as barley straw, dusty material is supplied for bedding, or dry outer layers conceal damp interiors. Write acceptance and rejection criteria into the order, inspect opened bales before dispatch and compare arrival samples with retained supplier samples.

Frequently asked questions
What is the UK import duty on barley straw from China?
The supplied tariff snapshot records 0% on both straw codes. It also attaches an import prohibition, so zero duty does not establish permission to import.
Can I import unprepared barley straw from China into Great Britain?
Ask the animal and plant health authority to confirm whether imports from China are eligible under the current hay-and-straw country authorisation before ordering.
Does chopping barley straw make it a different tariff product?
Heading 1213 expressly includes chopped straw. Confirm the code against its intended use, particularly whether it is for combustion.
What should I check inside barley-straw bales?
Check moisture, mould, musty odour, dust, mixed plant material and foreign objects. Open bales rather than judging only their outer surfaces.
