Sourcing cereal straw and husks from China
Heading 1213 has a flat 0% UK duty for goods from China. However, Chinese straw cannot be imported into England or Scotland under the current general authorisation because China is not an approved origin. Confirm the position for husks with APHA before ordering. Cambridge China Bridge sources cereal straw and husks.

Zero duty does not establish import eligibility
Read from the UK Trade Tariff on 17 November 2026, heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pelleted forms. All supplied lines show 0% duty for goods from China, with no recorded anti-dumping or countervailing measure and no suspension. The table separates loose husks and husk pellets under the same commodity code.
The tariff attaches an import prohibition to the straw lines and organic-product and waste import controls to every line. It also lists waste export controls. The current general authorisation for straw imports into England and Scotland excludes China, including for combustion straw. For husks and other destinations, ask APHA and your customs broker to confirm eligibility before committing to shipment.
For organic claims, ask your broker and approved organic control body to confirm the inspection certificate requirement for the specific goods from China. For waste subject to notification controls, the exporter applies for consent in the country of dispatch; shipment requires consent from the relevant authorities. Confirm product or waste status and the commodity code before ordering.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Cereal straw intended for combustion | 1213 00 00 11 | 0% | None |
| Other cereal straw, including chopped straw | 1213 00 00 19 | 0% | None |
| Unprepared cereal husks | 1213 00 00 90 | 0% | None |
Specify the cereal, form and intended use
Describe the cereal species and whether the material is stalk, husk or a mixture. State whether it is loose, chopped, ground, baled or pelleted, and identify the intended use. Agree moisture, particle size, dust, foreign matter and packaging against an approved sample rather than accepting a supplier's broad description of agricultural biomass.
For bedding, compare dust, absorbency and odour. For combustion, agree ash and fuel test results with the equipment operator, alongside pellet durability and fines. Record additives and processing steps, and retain samples from the production lot. These are purchasing specifications, not evidence that Chinese straw is eligible for import.
Worked duty example
Illustrative example, not a quote: Illustrative only: 20 tonnes of cereal husk pellets, conditional on confirmed import eligibility under 1213 00 00 90, invoiced at £2,500 free on board, with £900 of freight and insurance to the UK. The customs value is £3,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,400, so it is £680. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare the cereal and plant part with the approved sample; look for mixed stalks, husks and undeclared material.
Condition: measure moisture across the lot and check for mould, musty odour, insects and damp packaging.
Form: check chop consistency, pellet breakage, fines and bale integrity against the agreed specification.
Traceability: match lot marks, packing records and test reports to the inspected goods. Use a quality inspection before shipment and repeat condition checks on arrival.

What goes wrong
The costly mistake is treating a zero tariff as permission to import. Chinese straw is outside the current general authorisation for England and Scotland. APHA states that non-compliant consignments may be rejected and re-exported or destroyed. Obtain a clear decision on husks before treating the hypothetical order as a purchasing plan.
Damp material develops mould and odour; pellets crumble into fines; mixed agricultural residues replace the specified cereal material. Surface samples can miss wet material inside bales or bags. Agree how samples are drawn, record container condition and keep evidence linking any arrival defect to the production lot.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on cereal straw and husks from China?
The supplied tariff facts show 0% on all heading 1213 lines, with no recorded anti-dumping or countervailing duty. This does not establish permission to import.
Can I import Chinese straw for animal bedding?
Chinese straw cannot enter England or Scotland under the current general authorisation because China is absent from its approved origins. Ask APHA about your destination before ordering.
Are Chinese straw pellets allowed for combustion?
China is not an approved origin under the current general authorisation for England and Scotland. Describing straw as combustion pellets does not establish an authorised import route.
What should I check before buying cereal husks?
Confirm import eligibility with APHA and your broker, then agree cereal identity, product or waste status, moisture, dust, particle size, additives and packaging.
