Sourcing unprepared rice husks from China
Unprepared rice husks from China carry 0% UK duty across the forms covered here. Zero duty on unprepared rice husks
Read from the UK Trade Tariff on 29 September 2026, unprepared rice husks under 1213 00 00 90 carried 0% duty from China, with no anti-dumping or countervailing duty and no suspension listed. Heading 1213 covers unprepared cereal straw and husks, including chopped, ground, pressed and pellet forms. The table shows physical forms using the same rice-husk commodity line.
The rice-husk line attaches organic import control and waste import and export controls. Confirm their application to the intended shipment with your customs broker. For organic food, feed or seed, the importing company must be based and certified in the UK. Ask the broker and organic control body to confirm the certificate of inspection requirement for goods from China; the exporter’s control body issues that certificate.
Give your broker the material description, processing history and intended use to confirm the commodity code. Describe any binders, chemical treatment or carbonisation rather than assuming the unprepared-husk classification remains suitable. For the wider heading, see cereal straw and husks.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Whole unprepared rice husks | 1213 00 00 90 | 0% | None |
Specify the rice husks and their intended use
Specify rice husks rather than rice bran, straw, ash or char. State whether you want whole, chopped, ground or mechanically pressed material. Agree moisture, particle size, fines, foreign matter and bulk density against a retained sample. Declare the intended use, such as bedding, growing-media trials or combustion, and ask the supplier to disclose additives and treatments.
Waste shipment controls apply only if the material is waste. Establish that status before shipment. For imports to England under notification controls, the exporter applies for consent through the dispatch-country authority, and shipment starts only after the Environment Agency and other competent authorities have consented. Ask your broker to confirm the applicable route for the actual Chinese consignment.
Agree bag construction, closure, net weight and batch identification. Rice husks occupy substantial space, so compare the packed volume with the proposed transport arrangement. Use factory verification to check the mill, storage conditions and whether the supplier can keep batches separate.
Worked duty example
Illustrative example, not a quote: Illustrative trial order: 500 kg of whole unprepared rice husks under 1213 00 00 90, invoiced at £500 free on board, with £900 of freight and insurance to the UK. The customs value is £1,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,400, so it is £280. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: compare arrival samples with the retained sample; check for rice bran, straw, ash, stones, plastic and other husks.
Condition: measure moisture using the agreed method; inspect for damp clumps, mould, musty odour and live insects.
Physical form: check particle size, fines and bulk density; for pellets, check breakage and whether the supplier used an undeclared binder.
Packing: check bag closures, tears, water staining, net weights and batch marks against the packing list. Record findings through a quality inspection.

What goes wrong
A clean sample can be followed by dusty mixed material, wet bags or husks contaminated during mill-yard storage. Grinding can conceal foreign matter, while pellet breakage changes handling behaviour. Inspect samples drawn across the shipment and agree how to handle rejected material before dispatch.
Paperwork can describe the same material as a product, a by-product or waste without resolving its status. Do not treat the supplier’s description as the conclusion. For food, feed or seed, an organic claim in labels, advertising or commercial documents is unlawful without inspection and certification.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
