Toiletry bag import duty from China: 2% or 8%?
UK duty on toiletry bags from China is 2% for leather, composition leather or textile outer surfaces and 8% for plastic sheeting, with no anti-dumping duty. The outer material decides, not the lining. Specify lining, zip and hook before approving production. Cambridge China Bridge sources toiletry bags.

Which rate applies: the outer surface decides
Toilet bags sit in heading 4202. On 9 October 2026 the UK Trade Tariff showed 2% for leather, composition leather and textile outer surfaces and 8% for plastic sheeting on the lines below, with no anti-dumping or countervailing duty on Chinese goods. The textile “other” line also lists a 0% suspension, but only for goods for ships, boats and drilling platforms, which a retail toiletry bag is not. Hand-made and other lines carry the same rate, so the split matters for the declaration rather than the cost.
Rigid cases are a different bag. In the same heading, trunks, suitcases, vanity cases and similar containers have their own lines: a moulded plastic one showed 4%, one with a plastic sheeting outer surface 8%, and a leather one 2%. A hard cosmetics case is therefore not a toiletry bag with a stiffer shell, and it should not be priced from this table.
Do not classify by the lining, and do not decide from a coating name such as PU alone. Send your customs broker the outer material specification, coating details, photographs and a sample, and let them confirm the commodity code. The tariff attaches CITES import and export controls to the leather and textile lines, and cat and dog fur and seal product controls to the leather lines. Cat and dog fur is banned, seal products face a ban with limited exemptions, and CITES-listed skins need a valid permit.

Worked example: the same 2,000 bags at 2% and at 8%
Illustrative example, not a quote: 2,000 toiletry bags invoiced at £6,000 free on board, with £400 of freight and insurance to the UK, so the customs value is £6,400. Import VAT at 20% is charged on the customs value plus duty. The only thing that changes between the two columns is the outer material.
The material choice moves the duty by £384 on this order, about 19p a bag, which adds up on a repeat programme. A VAT-registered importer can usually reclaim the import VAT, so the lasting cost is the duty. The import duty and VAT guide explains each step.
| Step | Textile outer surface | Plastic sheeting outer surface |
|---|---|---|
| Goods price (free on board) | £6,000.00 | £6,000.00 |
| Freight and insurance | £400.00 | £400.00 |
| Customs value | £6,400.00 | £6,400.00 |
| Duty | £128.00 (2%) | £512.00 (8%) |
| Import VAT at 20% | £1,305.60 | £1,382.40 |
| Taxes payable on import | £1,433.60 | £1,894.40 |
Specify the lining, compartments and hanging hook
Say whether the bag is a freestanding pouch or a hanging organiser, then specify finished dimensions, outer fabric and coating, lining material, pocket layout, zip opening, binding, and the hook's material and attachment. Approve usable space and closure with your intended bottles, and agree how a spill will be tested and cleaned rather than relying on a supplier's waterproof description.
Confirm with the relevant authority the general product safety requirements for consumer bags sold in Great Britain. For leather parts that touch skin, confirm whether UK REACH chromium VI restrictions apply and obtain material-specific test evidence. Approve a signed sample in the real materials and colours before production.
Inspect with real bottles, and watch for the usual faults
At inspection, compare outer surface, coating, lining and colour with the retained sample and check for substitution, coating peel and persistent odour. Fill the bag with the intended bottles, work the zip, and look for snagging, missed stitches, loose threads and exposed seam edges. Load a hanging organiser as agreed, check the hook and loop attachment, and confirm pockets keep their contents.
A bag can match the sample outside yet have a thinner lining, weaker hook attachment or narrower zip opening, and liquid can escape through stitched seams even when the fabric repels water. Fold the coating, rub the print and test the loaded bag before accepting bulk production. On arrival check for crushed hooks, damp cartons, mould and print transfer, and photograph disputed defects; see quality inspection.
Inspection and factory checks are normally included in our quote; anything complex enough to need a third party is charged separately, agreed in advance. Keep the approved sample and the written acceptance criteria with the inspection instructions, and keep affected bags and packaging so the factory can investigate the same construction.

Where this guide sits among the bag guides
This page is about empty toiletry bags and their duty. Filled kits are covered in travel sewing and toiletry kits, laundry bags in mesh wash bags, and the wider family in own-label luggage. We check the factory and the documents before shipment through factory verification, and own-brand ranges are handled through sourcing for brands. For UK brands selling luggage into China, see exporting luggage to China.
Frequently asked questions
What is the UK import duty on toiletry bags from China?
On 9 October 2026 the UK Trade Tariff showed 2% for leather, composition leather or textile outer surfaces and 8% for plastic sheeting. No anti-dumping or countervailing duty applied to Chinese goods on those lines.
How much import tax is that on 2,000 bags?
In our illustrative order of £6,000 plus £400 freight, textile bags carry £128 of duty and £1,305.60 of import VAT, and plastic sheeting bags £512 and £1,382.40. A VAT-registered importer can usually reclaim the VAT.
Does a coated toiletry bag count as plastic?
Do not decide from the coating name alone. Give your customs broker the outer material construction, coating details and a sample to confirm the classification.
Is a hard cosmetics case taxed like a toiletry bag?
Not necessarily. Rigid vanity cases and similar containers sit on separate lines of heading 4202, with 4% for moulded plastic on the date we read the tariff. Have the sample classified.
Can I import leather toiletry bags from China?
Check the animal species and the controls first. Cat and dog fur imports are banned, seal products have limited exemptions, and CITES-listed skins need a valid permit.
