Sourcing travel sewing and toiletry kits

Read from the UK Trade Tariff on 26 September 2026, travel sets for personal toilet, sewing or shoe or clothes cleaning carried 0% duty on goods from China, with no anti-dumping measure. The heading covers sets such as sewing kits with needles, thread and scissors, toiletry kits with a comb, brush and containers, and shoe-shine kits. Gift sets whose character comes from the cosmetics they hold are classified with the cosmetics in chapter 33, so ask for an advance ruling or confirm the commodity code if the set mixes cosmetics and tools.

Contents rules

The kit is only as compliant as its contents. Shampoo, shower gel, lotion or toothpaste in a toiletry kit is a cosmetic product under the UK Cosmetics Regulation, so each one needs a UK responsible person, a safety report and notification on the Submit Cosmetic Product Notifications service before it is sold, and labels must list ingredients. Hand sanitiser is a biocidal product with its own rules, so leave it out unless the supplier can show it is authorised.

Solvent-based shoe polish can be flammable, and a hazardous mixture needs GB CLP labelling with hazard pictograms and a safety data sheet for trade buyers. Needles, pins and scissors are sharp, so packs need secure holders, and any kit marketed to children becomes a toy under the Toys (Safety) Regulations 2011. Worked duty example

For a made-up shipment of 50,000 travel sewing kits under 9605 00 00 00, add the £1,200 of freight and insurance to the £15,000 free-on-board price and customs sees £16,200. Duty on travel sets is zero, leaving import VAT of £3,240, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. What goes wrong

Travel kits fail on contents, containers and counts. Toiletry bottles leak in the cabin or crack in the cold, cosmetics arrive without a responsible person or ingredient list, thread tangles or breaks, needles rust in the pack, scissors do not cut, and shoe polish dries out or arrives without hazard labels. Kits also arrive with pieces missing or swapped, which hotels and airlines notice at once.

Leak-test bottles upside down and under pressure change, confirm every cosmetic is notified and labelled before shipment, check thread strength, needle finish and scissor cutting, check polish labels against a safety data sheet, and count the pieces in a sample of every carton against the approved bill of materials.
