How to export Soap from the UK to China
Ordinary skin-cleansing soap needs NMPA filing through a mainland responsible person before general-trade import; listed products can also use cross-border retail channels. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Choose the route for soap and body wash
Soap and body wash used to clean skin fall within China’s cosmetics definition. Ordinary cosmetics need filing before general-trade import; whitening or sun-protection claims put cosmetics in the special category. We judge this an easy starting category, with filing still required. Across HS 340111/340119/340120/340130, the largest UK export line was 34013000, skin-washing surface-active preparations, at £4.2m in 2025. For hair colour products, see our guide to exporting hair dye to China. For disinfectants and sanitisers, see our disinfectant export guide. For whitening skincare, see our guide to exporting whitening skincare to China.
HMRC recorded £4.8m of UK goods exports to mainland China under HS 340111, 340119, 340120, 340130 in 2025 (2024: £9.1m, -47.1%). Exports to Hong Kong under the same codes were £1.9m. January to July 2026: £2.1m against £2.3m in the same months of 2025 (-10.2%).
Prepare the filing and Chinese label
For ordinary cosmetics, the overseas filer must designate a mainland legal-person company to handle NMPA filing, assist with adverse-reaction monitoring and implement recalls. Filing must precede import. Allow months, not weeks for filing and approval work; the Chinese authority decides the outcome. Agree who will prepare the product material and who will act as the responsible person before committing stock.
An imported cosmetic may have a directly printed Chinese label or an added Chinese sticker matching the original label’s content. Give the responsible person both versions for preparation. The importer must check filing or registration and compliance with mandatory national standards and technical specifications; a failed check prevents import. Settle the product claims and label wording together.
Price against Chinese duty and VAT
Each listed Chinese soap tariff line has an MFN rate of 6.5%. Import VAT is normally 13%, charged on customs value plus duty plus any applicable consumption tax. The importer’s customs broker or adviser confirms whether consumption tax applies to this product. These border charges add to landed cost and shape the price the importer can offer your brand.
| Chinese tariff line | Rate |
|---|---|
| 34011100 | 6.5% |
| 34011910 | 6.5% |
| 34011990 | 6.5% |
| 34012000 | 6.5% |
| 34013000 | 6.5% |
Arrange the UK export declaration
Classify the soap under the correct UK commodity code rather than copying the Chinese tariff line. Exports from England, Scotland or Wales need a GB EORI and an online export declaration. Give the declarant the value, weight, packaging, destination, transport and invoice and packing-list references; give the carrier the invoice and any required export licences or certificates. Confirm the chosen classification with the importer before finalising the shipment description. For the reverse trade, see sourcing liquid hand soap from China.
Consider cross-border retail first
The retail import list includes toilet soap 34011100, laundry soap 34011910, other soap 34011990, non-bar soap 34012000 and skin-cleansing preparations 34013000. Except for the laundry-soap entry, these entries exclude goods in the seventh Catalogue of Prohibited Imports. Eligible bonded 1210 or direct 9610 retail imports are supervised as personal-use articles without first-import licensing, registration or filing requirements, subject to the stated epidemic-area and emergency-risk exceptions.
The overseas retail business retains primary responsibility for quality and safety and must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability. Consumers must accept a risk notice before ordering: origin-country standards may differ from Chinese standards, a Chinese electronic label may replace a physical Chinese label, and purchases are for personal use without resale. This route cannot supply a distributor’s resale stock.

Find and check your Chinese trading partner
Our own staff in China find and check Chinese importers and distributors for UK brands. If a Chinese importer has already approached you, our staff in China check that company before stock is sent or anything is signed.
We prepare registration and label work with licensed partners in China and check the preparations with them. The regulated roles remain with licensed partners in China: the importer of record and, where required, the responsible person or cross-border e-commerce agent. Your brand’s own filings remain your brand’s.
For soap, establish whether the partner wants general-trade stock or personal-use cross-border sales, who handles the filing and who checks the Chinese label. Put those responsibilities alongside the product classification before negotiating supply. Use our export-to-China service to arrange the partner checks and preparation.
