How to export sunscreen from the UK to China

Sunscreen needs NMPA special-cosmetics registration before general-trade import. Registration requires preparation, and the overseas registrant must designate a mainland legal-person company to handle it. Secure registration before planning general-trade imports

Sunscreen and suncare products used for sun protection are special cosmetics and require NMPA registration before production or import through general trade. This is registration, not filing. The overseas registrant must designate a mainland legal-person company to handle registration, assist adverse-reaction monitoring and carry out recalls. Confirm the proposed registrant and application arrangements with licensed partners in China. The process takes months, not weeks, and the Chinese authority decides whether to approve it.

HMRC recorded £56.3m of UK goods exports to mainland China under HS 330499 in 2025 (2024: £52.7m, +6.8%). Exports to Hong Kong under the same codes were £19.9m. January to July 2026: £36.5m against £31.7m in the same months of 2025 (+14.9%). This code also covers skincare, whitening, hair-loss prevention and face make-up, so these totals are not sunscreen exports alone.

Price against the Chinese tariff and import VAT

HS6 330499 maps to Chinese tariff line 33049900, with a 1% MFN rate. The standard import VAT rate is 13%; its base is customs value plus customs duty plus any applicable consumption tax. The importer's customs broker or adviser confirms whether consumption tax applies to this product. These border taxes add to landed cost and shape the price the importer can offer.

Prepare matching Chinese labels

Imported sunscreen may use a directly printed Chinese label or an added Chinese sticker; the sticker's content must match the original label. Prepare the original and Chinese artwork together for review. Before general-trade import, the importer must check registration and compliance with the cosmetics regulation, mandatory national standards and technical specifications; it must not import products that fail that check.

Arrange the UK export declaration

Classify the sunscreen and confirm the right UK commodity code; the recorded UK export line is 33049900. Exports from England, Scotland or Wales require a GB EORI and an online export declaration. Supply the declarant with the code, value, weight, packaging, destination, transport details and invoice and packing-list references. The carrier needs the invoice and any applicable export licences or certificates.

Assess cross-border retail separately

The cross-border retail import list includes 33049900, skincare and other beauty products. Its remarks exclude goods in the prohibited-import catalogue, seventh batch, and goods in the import/export wild-species catalogue that lack the specified certificate confirming they are outside that catalogue. Have the proposed sunscreen and its ingredients checked against these exclusions before choosing this route.

Listed goods imported through bonded 1210 or direct 9610 are supervised as personal-use articles, without first-import licence, registration or filing requirements, subject to epidemic-area suspensions and emergency risk measures. The overseas seller retains primary quality and safety responsibility and must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability. Consumers must accept the required risk notice, including possible standards differences, Chinese e-label access and the prohibition on resale.

Find and check a Chinese importer

Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached your brand, our staff check that company before stock is sent or anything is signed. For sunscreen, our help is limited to preparation, finding and checking an importer, and coordinating licensed partners.

We prepare registration and label work with licensed partners in China. The importer of record, responsible person and any cross-border e-commerce agent remain with licensed partners in China; the brand's own application stays the brand's. We check with licensed partners. Use our export-to-China service to arrange this preparation and importer checking.
