Export to China

How to export Whitening skincare from the UK to China

Whitening skincare needs NMPA special-cosmetics registration before general-trade import into China. The overseas registrant must designate a mainland legal-person company to handle registration; registration and label work need preparation. Cambridge China Bridge's own staff in China find and check Chinese importers and distributors for UK brands.

Whitening products require a route decision before shipment

Whitening and spot-removal skincare requires NMPA special-cosmetics registration for general-trade import into China. Cross-border retail offers a separate route for personal purchases, with conditions set out below. Identify the creams under HS6 330499 and Chinese tariff line 33049900, then establish whether the intended customer is buying stock for distribution or selling through cross-border retail.

HMRC recorded £56.3m of UK goods exports to mainland China under HS 330499 in 2025 (2024: £52.7m, +6.8%). Exports to Hong Kong under the same codes were £19.9m. January to July 2026: £36.5m against £31.7m in the same months of 2025 (+14.9%). This code also covers other skincare, sunscreen, hair-loss products and face make-up, so these are not whitening-product exports alone.

Keep the whitening registration with the manufacturer

Whitening skincare requires special-cosmetics registration; ordinary-cosmetics filing cannot replace it. The overseas registrant must designate a mainland legal-person company to handle registration, assist adverse-reaction monitoring and implement recalls. Registration takes months, not weeks, and the Chinese authority decides. Before importing the creams, the importer must review their registration and compliance with mandatory national standards and technical specifications. A failed review means the products cannot be imported.

Calculate what the border charges leave for your selling price

For these creams, Chinese tariff line 33049900 carries 1% MFN duty. Standard import VAT is 13%, subject to the law's exceptions; its base includes customs value, duty and any applicable consumption tax. The importer's customs broker or adviser confirms whether consumption tax applies to the product. Include duty and VAT when discussing landed cost: they affect how much the Chinese importer can offer for your stock.

Align the whitening label with the shipment paperwork

Give the importer the original label and proposed Chinese artwork for review alongside the registration work. China permits either a printed Chinese label or an added sticker on imported cosmetics. If you use a sticker on the creams, its content must match the original label.

A shipment leaving England, Scotland or Wales needs a GB EORI number and the correct UK commodity code. Establish who submits the online export declaration and supplies its value, weight, packaging, destination, transport, invoice references and packing-list references. The carrier needs the invoice and any required export licences or certificates. Settle these arrangements before releasing the creams.

Check whether the creams qualify for personal-use retail

Chinese code 33049900 appears on the cross-border retail import list as skincare and other beauty products. The entry excludes items in the Prohibited Import Goods Catalogue, seventh batch. Wildlife-catalogue goods are also excluded unless accompanied by the certificate from China's endangered-species import/export management office confirming that the species is outside the Import and Export Catalogue of Wild Fauna and Flora Species. Check the proposed creams against the complete remark before choosing this route.

For qualifying purchases through bonded 1210 or direct 9610 retail, personal-use supervision removes first-import licence, registration and filing requirements. Epidemic-area suspensions and emergency risk handling remain exceptions. The overseas business bears primary responsibility for the creams' quality and safety. It must appoint a mainland-registered company for customs registration and truthful declarations, with shared civil liability.

Before buying, consumers must accept a notice covering differences between origin-country and Chinese standards, possible absence of Chinese labels, online Chinese electronic labels and the prohibition on resale. Purchases are limited to RMB 5,000 per transaction and RMB 26,000 annually per person. These personal purchases cannot become stock for a whitening-skincare distributor.

Check the Chinese buyer before releasing your creams

Our own staff in China find and check Chinese importers and distributors for UK brands. Where a Chinese importer has approached your brand already, our staff check that company before you send stock or sign anything. Establish its intended route for the creams and the arrangements needed to fulfil that route's obligations.

For whitening skincare, our help covers only preparation, importer finding and checking, and coordination with licensed partners in China. We prepare registration and label work with those partners and check with them. The importer of record, responsible person and cross-border e-commerce agent roles remain with licensed partners in China; your brand retains its own application. Our export-to-China service supports this preparation.
