How to export industrial surfactants to China
Agree the Chinese tariff line and import route with your buyer, check UK chemical export rules and budget for 6.5% MFN duty plus import VAT. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Match the formulation to the import route
Industrial surfactants and cleaning products need classification by their formulation, use and presentation before you agree a supply route. GACC Decree 280 food-manufacturer registration does not apply. The largest UK export line was 34024200, non-ionic organic surface-active agents, at £8.6m in 2025. That is the HS-code total, rather than sales of your particular formulation. For the reverse trade, see our guide to sourcing industrial degreasers from China.
UK exports under HS 3402-3405 (12 subheadings): HMRC recorded £20.8m of UK goods exports to mainland China under 12 HS6 subheadings in 2025 (2024: £14.2m, +46.2%).
For UK exports under HS 3402-3405 (12 subheadings): Exports to Hong Kong under the same codes were £1.7m. January to July 2026: £6.0m against £8.3m in the same months of 2025 (-27.5%).
Build duty and VAT into your buyer’s price
Every listed Chinese tariff line below has a 6.5% MFN rate. Import VAT normally uses the 13% rate, subject to statutory exceptions, on customs value plus customs duty plus any consumption tax. These charges increase landed cost and shape the price your importer can offer. The importer’s customs adviser confirms whether consumption tax applies to your formulation.

Prepare the UK shipment around its chemical classification
For exports from England, Scotland or Wales, obtain a GB EORI and choose the correct UK commodity code. The export declaration needs the value, weight, packaging, destination, transport and invoice and packing list references. Keep your formulation and presentation consistent across the classification information supplied to the declarant and your Chinese buyer.
GOV.UK sets special export rules for controlled chemicals, drug precursors and hazardous chemicals. Check whether your surfactant or preparation falls within those rules before arranging dispatch. The carrier needs the invoice and any applicable export licences or certificates; a generic cleaning-product description is insufficient for deciding which chemical controls apply. For lubricating preparations, see our guide to exporting lubricants to China.
Use cross-border retail only for eligible personal-use sales
The cross-border retail import list includes Chinese lines 34023100, 34023900, 34024100, 34024200, 34024900 and 34025010, the last covering synthetic washing powder. For 34024200, goods included in China’s catalogue of strictly restricted toxic chemicals are excluded. Match the actual product to the listed line before considering this route. For the reverse trade, see our guide to sourcing laundry detergents from China.
Eligible retail imports through bonded 1210 or direct 9610 channels are supervised as personal-use articles, with first-import licence, registration and filing requirements disapplied, subject to epidemic and emergency-risk exceptions. Consumers must accept a risk notice covering possible differences from Chinese standards, possible absence of Chinese labels with online Chinese e-labels available, and the prohibition on resale. This route cannot supply stock for an industrial distributor to resell.
The overseas seller retains primary responsibility for quality and safety and must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability. Retail limits are RMB 5,000 per transaction and RMB 26,000 annually per person. Include these obligations and limits when assessing whether a consumer pack has a viable retail route.

Check the Chinese buyer before committing stock
Ask a prospective importer which formulation and pack it wants, which Chinese tariff line it proposes and whether it intends industrial distribution or consumer retail. Compare its proposed route with the personal-use restrictions above. Ask the broker to confirm the product-specific import requirements before you commit to a shipment.
Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff in China check that company before stock is sent or anything is signed.
We prepare registration and label work with licensed partners in China. Regulated roles, including the importer of record and a cross-border e-commerce agent where required, stay with licensed partners in China; your own filings remain yours. Discuss your formulation and proposed buyer through our export-to-China service.
Frequently asked questions
What Chinese duty applies to industrial surfactants?
The listed Chinese tariff lines carry a 6.5% MFN rate. Import VAT also affects landed cost, normally at 13%, subject to statutory exceptions.
Do surfactants need GACC food-manufacturer registration?
GACC Decree 280 covers overseas food producers, processors and storage enterprises. Its food-manufacturer registration does not apply to these surfactants.
Can I supply a Chinese distributor through cross-border retail?
Cross-border retail goods are for personal use and may not be resold. Listed surfactant lines therefore do not make this a route for supplying a distributor’s resale stock.
Does every cleaning product need a UK chemical export licence?
Check the formulation against GOV.UK rules for controlled chemicals, drug precursors and hazardous chemicals. The carrier needs any export licence or certificate applicable to the shipment.
